According to the publication, Merz expressed doubts about the possibility of Ukraine's accession to the bloc in the coming years, and instead offered Zelenskyy access to the EU's single market, as well as observer status without voting rights in the EU Council, the European Commission, and the European Parliament.

Zelenskyy rejected the Chancellor's offer and insisted that Ukraine needs full and equal membership in the bloc, the newspaper noted.
