yeah, you can only find these kinda of stuff in the tl file here https://github.com/tdlib/td/blob/master/td/generate/scheme/td_api.tl#L465

if you go on their website the docs are not up to date and some methods/fields don't exist anymore

when the chat id input is an username

It doesn't sound like a valid reason if you say it's blocked for reason x when it's used in software being used for reason x.
