Main provisions:

◽️Introduction of a unified regulatory framework for digital assets in the United States.

◽️Delimitation of powers between SEC and CFTC: the bill establishes «clear boundaries» of the jurisdiction of two key regulators.

◽️SEC will control the issuance and raising of capital for crypto projects. CFTC - responsible for regulating trading in digital goods (digital commodities).

◽️Crypto projects will be obliged to provide complete and transparent information about their digital assets, emission and use of the attracted funds.

◽️There will be a legal opportunity to officially launch token sales and place assets with registration and control by the SEC.

◽️Companies selling digital goods will be obliged to register with the CFTC and comply with the relevant rules.

◽️Purse: to ensure a balance between protecting investors’ interests and creating conditions for the development of the crypto industry in the United States.
