- because Iran insists strongly on the matter of its nuclear program. They are under threat of annihilation by nuclear threats from Israel. They can't openly attack Israel as they want until they mutually reach nuclear weapons; then, conventional warfare will be opened unlimitedly for Iran.
- However, currently, Iran has a red line regarding attacking Israel. If attacks are massive and decapitative, they will activate their nuclear doctrine in a highly probable way. But when both sides have nuclear weapons, no one is going to use them, and they will accept any result of conventional warfare outcomes.
