If someone clones NXT, they'll have to airdrop 10% of the tokens in the new chain to NXT holders. It has been like this for years, because Nxt is released under the JPL public license, and that's what this type of license states. There have been some NXT clones in the past which have done this but, unfortunately, either these clones have been abandoned or they haven't reached a high marketcap (yet?)

Rya, Birdlance, Artiqox, Apollo, Action Coin, VolP, Metrodex, Hebeblock, Rangecoin... all of them started as Nxt clones

if you are using the online wallet at nxt.jelurida.com, for security reasons it has the outgoing transactions disabled (i.e. it's a read-only wallet), as announced in the landing page there. To make outgoing transactions you can download and install the official nxt wallet to your local device and log in there using the same account number and passphrase to make transactions https://www.jelurida.com/nxt/downloads
