Telegram Releases First Transparency Report for India
New Delhi, India (October 30, 2024) – In a landmark move, Telegram has published its first transparency report for India, covering the period from January 1, 2024 to September 30, 2024. The report details the number of government requests for user data received by the messaging platform and the corresponding actions taken.
During this period, Telegram received 6992 requests from Indian authorities for IP addresses and/or phone numbers, affecting a total of 15,590 users.
The report breaks down the data by quarter:
• Q1 (Jan-Mar): 2461 requests, affecting 5675 users
• Q2 (Apr-Jun): 2151 requests, affecting 4963 users
• Q3 (Jul-Sep): 2380 requests, affecting 4952 users
Telegram emphasizes that all requests were processed in accordance with paragraph 8.3 of its Privacy Policy.
The next transparency report is scheduled for publication in January 2025.

FBI Warns of $30 Million ICHCoin Scam Targeting Americans
A troubling alert has been issued by the FBI regarding a major cryptocurrency scam linked to ICHCoin, which has resulted in the theft of approximately $30 million from victims throughout the United States.
According to information from the FBI's Houston office, the scam has been preying on individuals since December 2023. Victims are attracted by false promises of quick profits that are presented through a fraudulent cryptocurrency education initiative. The scammers typically find victims on social media, establishing initial contact before moving to WhatsApp, where they present themselves as knowledgeable experts.
These deceptive individuals convince the victims to invest money in the ICHCoin platform, embellishing the earnings potential. Sadly, many victims, disillusioned by inflated expectations, struggle to retrieve their funds once they attempt to make withdrawals. In severe cases, some individuals have seen their entire life savings vanish in this elaborate scam
The upcoming TON unlocks, scheduled to begin in a month, are causing a great deal of anxiety amongst the community. While the exact impact is uncertain, many believe it will negatively affect the price, albeit potentially manageable. This sentiment stems from the belief that Pavel Durov will be unable to intervene to mitigate the price drop due to legal issues. His funds were reportedly confiscated during an ongoing legal trial, making it impossible for him to buy back the TONs. This raises serious concerns about the long-term stability of the project.
Adding to the frustration is the fact that Durov, despite selling a large portion of TON tokens to various funds, allowed them to enter the market at a significantly low price of $3.
I wonder Durov's motives here. It feels like a real betrayal, especially when you consider what this could mean for the whole project

🌐 Since 2018, Telegram has been able to disclose IP addresses/phone numbers of criminals to authorities, according to our Privacy Policy in most countries.
⚖️ Whenever we received a properly formed legal request via relevant communication lines, we would verify it and disclose the IP addresses/phone numbers of dangerous criminals. This process had been in place long before last week.
🤖 Our @transparency bot demonstrates exactly that. This bot shows the number of processed requests for user data.
✉️ For example, in Brazil, we disclosed data for 75 legal requests in Q1 (January-March) 2024, 63 in Q2, and 65 in Q3. In India, our largest market, we satisfied 2461 legal requests in Q1, 2151 in Q2, and 2380 in Q3.
📈 In Europe, there was an uptick in the number of valid legal requests we received in Q3. This increase was caused by the fact that more EU authorities started to use the correct communication line for their requests, the one mandated by the EU DSA law. Information about this contact point has been publicly available to anyone who viewed the Telegram website or googled “Telegram EU address for law enforcement” since early 2024.

«The love story. In the summer of 2012, I was introduced to Durov as an expert in yoga. At that time I had been practicing yoga for more than 14 years and it was my hobby. My friend called me and offered to meet with Pavel Durov. I didn’t even know what Durov looked like, I had to Google his photo before our first meeting. After the first meeting, we agreed to meet again, united by a common interest in yoga. Our conversations increasingly turned to other topics. We spent a lot of time together, talking for hours. That’s how we became friends. We maintained friendly relations until the end of 2012, when Pavel invited me to Dubai to spend winter holidays with him and a big company of his friends and Vkontakte employees. It is interesting that Pavel and I always talked using «You in plural » (with a special respect in Russian). Pavel explained that he was used to communicating so with the closest people, citing his best friend Mikhail Ravdonikas as an example. We spent a lot of time in Mikhail’s company earlier. And indeed, these two also communicated using « You in plural ». In this trip our relationship turned into a romantic one and we returned to St. Petersburg as a couple.
