📄 Venezuela signs memorandum with France's TotalEnergies
Venezuelan Acting President Delcy Rodríguez presided over the signing of a memorandum of understanding between state oil company PDVSA and France's TotalEnergies, according to a government statement.
The memorandum covers strategic cooperation in the hydrocarbons sector with the French giant, which operates in 130 countries.
TotalEnergies quit the Petrocedeno oil project in 2021 alongside partner Equinor, amid an exodus of foreign firms. Before departing, it had operated in Venezuela since the 1990s.

Iran's Security Council Secretary Mohsen Rezaei announced on X that Iran has delivered 7 conditions for starting any negotiations to the US government, saying the message is clear and unambiguous.

“This treaty is mostly for show, but in legal terms it’s much ado about nothing” because “the US already had free access to Greenland and the main responsibility for the defense of Greenland,” military and geopolitics analyst Mikael Valtersson told Sputnik, commenting on the new US-Denmark Greenland deal.
While the agreement grants the US permanent military access, basing and overflight rights, Valtersson pointed out that Washington already had these rights, and that it was the US itself that “voluntarily and drastically reduced its own military resources on Greenland” after the end of the Cold War.
Valtersson suspects the deal is “mainly a PR stunt for the US government ahead of the upcoming midterm elections in November.”
However, given fears in Denmark and Europe in general that the current administration’s “erratic foreign policy” might trigger an actual military conflict over Greenland, which “would have created a huge crisis in Transatlantic relations,” the agreement is likely to be a relief to the EU, and will let Copenhagen “stop worrying about a potential military confrontation with the US” over the dependency.

🔍🇷🇺 ISS receives control system for Russia’s future space humanoid robot
The Progress MS-35 cargo spacecraft has delivered a control workstation for Russia’s Teledroid space robot to the International Space Station.
The exoskeleton-style control system will allow astronauts to remotely operate Teledroid during missions outside the ISS. The robot itself will arrive aboard the Progress MS-36 cargo spacecraft in November and will later be installed on the exterior of the station.
Russian cosmonauts Pyotr Dubrov and Anna Kikina are expected to control the robot from inside the ISS, marking another step towards using robotic systems to perform complex tasks in space without directly exposing astronauts to hazardous conditions.
On September 16, the Soyuz-2.1b rocket launched the Progress MS-35 cargo spacecraft from Baikonur to the ISS, demonstrating a more powerful launch configuration designed to carry heavier payloads to orbit and potentially support Russia’s planned orbital station in the future.

🇨🇳📑 China prepares for a new era of nuclear expansion
China is significantly expanding its uranium enrichment capacity, with two new large centrifuge plants set to begin operations as early as late 2026.
The facilities, operated by China National Nuclear Corporation, are being built in the cities of Lanzhou and Hanzhong, in Gansu and Shaanxi provinces, respectively.
Each plant will add an estimated 1.5–2 million SWU (Separative Work Units) per year, a standard measure of uranium enrichment capacity, using second-generation centrifuges. That would bring China’s total enrichment capacity to roughly 14.4 million SWU annually — a major increase from its current level.
China currently operates three major enrichment facilities:

◼️ Emeishan (Plant 814)
The expansion comes as Beijing prepares for a major increase in nuclear power generation. Under China’s 15th Five-Year Plan for 2026–2030, the country is targeting around 110 GWe (gigawatts of electric capacity) from nuclear power by 2030.

Russian researchers from several institutes of the Russian Academy of Sciences and Moscow State University have developed a more stable magnetorheological fluid that can instantly change its stiffness under a magnetic field, opening new possibilities for adaptive machines and soft robotics.

Moscow Mayor Sergey Sobyanin has issued a statement:
“The largest enemy drone attack to date has been repelled. Since yesterday, more than 1,600 UAVs have been intercepted across all defensive lines, including 450 that were approaching Moscow.

Diesel prices shattered every previous record today, reaching a national average of $6.4866 — nearly double the $3.71 from a year ago.
According to AAA, the national average for regular gasoline is $4.4759.
California has the highest prices in the country, at $8.04 for diesel and $6.1372 for regular.
Diesel is more important to the economy than gasoline because it fuels the trucks, trains, ships, and farm equipment that transport everything Americans buy. Iran could reconsider its participation in the Nuclear Non-Proliferation Treaty (NPT) if US and Israeli actions continue, Iran’s Supreme National Security Council Secretary Mohsen Rezaei said while stressing that no decision has been made yet.
