I'm doing something similar too. There's nothing "illegal" about it. Well, the term "illegal" is wrong in that case anyway. If anything, it would be against Telegrams Terms of Service. But not "illegal".

Anyway, as I said. As long as you're not using a new account and as long as you are using the API responsibly, there shouldn't be too many issues.

But using the API to automate your account in general is a risk.

Good question, we aren't able to add bots to all groups. And our use case also includes to make accounts to join group autonomusly

It depends on what you are trying to automate. Be aware that if you use a new account or if you're excessively using the API, that increases your risk of getting your account banned.
