A sophisticated cryptocurrency scam centered around the sale of Telegram's TON tokens has resulted in extensive searches of exchange offices in Moscow-City. The alleged mastermind, a 38-year-old businessman named Roman Novak (reportedly known as the "local wolf of Wall Street"), impersonated high-ranking Telegram officials to lure investors with heavily discounted tokens, before disappearing to Dubai with millions.
Novak's scheme involved presenting himself as Ilya Perekopsky, Deputy Vice President of Telegram and a board member. He then offered what he claimed were Telegram bonds, set to be released officially, and TON tokens at discounts reaching 50%. These investment opportunities were purportedly for a minimum of $1 million, with payment plans available for wealthy individuals. To bolster his credibility, Novak allegedly fabricated screenshots, spun stories about connections to sheikhs, and alluded to insider information from individuals close to Telegram's founder, Pavel Durov.
Authorities have revealed that Novak has a prior criminal record for embezzling $4 million. Following his release from prison, he relocated to Dubai, where he reportedly continued his fraudulent operations. Russian law enforcement is now actively investigating Novak's investment ventures in Moscow-City, which led to two weeks of inspections at various Moscow-City offices last month. These investigations may also be probing illegal money transfers to Dubai. During their inquiries, investigators focused on two specific exchange offices: Rapira and Mosca.
