The State Department is absorbing the remaining operations and programs U.S. Agency for International Development (USAID) runs, upending its function as an independent agency, according to an internal USAID memo obtained by Fox News Digital.
While USAID historically has functioned as an independent agency that works to deliver aid to impoverished countries and development assistance, President Donald Trumpappointed Secretary of State Marco Rubio to serve as acting administrator of the organization in February amid concerns that USAID did not advance U.S. core interests.
Now, the State Department is poised to officially take on USAID programs as part of a merger that aims to streamline operations to deliver foreign assistance, the memo said. It also will result in cuts for thousands of USAID employees.

Health and Human Services Secretary Robert F. Kennedy Jr. said Friday that states will be granted waivers to ban soda from the federal food stamp program.
West Virginia on Friday began implementing Mr. Kennedy’s “Make America Healthy Again” agenda, announcing it will seek permission to block food stamp recipients in the state from using their benefits to purchase sugary sodas and will increase the program’s work and educational training requirements.
Mr. Kennedy appeared in Martinsburg alongside West Virginia Gov. Patrick Morrisey. Mr. Kennedy announced he would sign waivers permitting the state to become the first in the nation to enforce new standards for the food stamp program, formally called the Supplemental Nutrition Assistance Program or SNAP.

House Republicans will probe the “partisan investigations” the FBI carried out under the Biden administration in a hearing next week, The Daily Wire has learned.
The House Judiciary Subcommittee on Oversight will speak with multiple former FBI agents about the “decline” of the bureau under President Joe Biden on April 2. Under Biden, the FBI faced criticism for its investigations into President Donald Trump, treatment of Christians, and targeting of peaceful pro-life advocates.
The subcommittee said that the hearing will examine how the FBI “abandoned its core mission to uphold the Constitution and protect the American people, wasting taxpayers’ hard-earned money on partisan investigations, ineffective procedures, and abusive tactics.”

The Los Angeles Times filed a lawsuit Thursday against the city of L.A., accusing officials of unlawfully withholding and deleting the mayor’s text messages and other public records from January’s firestorm.
The city has already turned over many of the exchanges between Mayor Karen Bass and other officials sought by Times reporters. But officials have argued they are not compelled to do so under state public records laws.
The Times disagreed. Empowering public officials to scrub their records or to decide which are subject to the law sets a dangerous precedent, Thursday’s suit argued.
“It’s bigger than these text messages,” said Kelly Aviles, outside counsel for The Times. “The city seems to believe they can destroy whatever they want whenever they want, and that they don’t have a duty to the public to retain public records.”

On March 18, the Arkansas House voted 78-14 in favor of Senate Bill 189 by Sen. Alan Clark, R-Lonsdale, and Rep. Mary Bentley, R-Perryville. Three people voted present on the bill: Rep. Fred Allen, D-Little Rock; Rep. Jon Eubanks, R-Paris; and Rep. Les Warren, R-Hot Springs. The Senate voted 29-5 the following day to pass the measure and deliver it to the governor’s desk.
Ivermectin gained widespread recognition and no small dose of controversy during the COVID-19 pandemic when it was touted as an effective alternative treatment. The drug became a flashpoint in the debate over the safety of the COVID-19 vaccine.

The Trump administration is discussing a surprising option to help fulfill his campaign-trail promises: Allowing the richest Americans' tax rates to rise in return for cutting taxes on tips, a senior White House official tells Axios.
Some White House officials believe letting income taxes on the very highest earners rise would buy breathing room on other priorities, and help blunt Democrats' attacks as they seek to extend President Trump's 2017 tax cuts.
Officials say all discussions are preliminary and nothing is set in stone.
Currently the top income tax rate is 37%, charged on income above $609,351 for an individual or $731,201 for a married couple.
If the 2017 law were allowed to expire, that would jump to the pre-2018 rate of 39.6%, and lower the threshold above which the top rate applies.
Around 1% of taxpayers are in that top bracket, though they pay a disproportionate share of income taxes.

Gov. Tate Reeves (R-MS) signed legislation Thursday eliminating the state’s income tax.
“Today is a day that will be remembered not just for the headlines, not just for the politics, but for the profound generational change it represents,” Reeves said at the bill signing. “I must say, it feels like it’s been a long time coming, but after many, many, many years of hard work, we can all stand together and say that we have accomplished income tax elimination in the state of Mississippi.”
Reeves shared that the legislation will be a catalyst for bringing businesses and entrepreneurs to the state.
