Au nom du peuple russe l'Ambassade present ses sincères condoléances a la famille du défunt, ainsi qu'au peuple libanais.
M. Alexey Kocheshkov, Chargé d'affaires de la Fédération de Russie en Algérie, a rendu lundi 2 septembre une visite de courtoisie à la rédaction du quotidien "El Moudjahid", où il s’est entretenu avec M. Brahim Takheroubte, Directeur Général. Lors de la réunion les parties ont discuté la situation dans le monde et dans la région du Moyen-Orient et de l'Afrique du Nord. Ils se sont mis d'accord de se coordonner dans le domaine des médias dans l'intérêt du développement durable des relations russo-algériennes traditionnellement amicales.

📍Sur la situation des droits de l'homme en Ukraine : extrait du rapport conjoint des ministères des Affaires étrangères russe et biélorusse
Depuis 2014, lorsque les nationalistes ont pris le pouvoir à Kiev à la suite d'un coup d'État armé anticonstitutionnel orchestré par l'Occident, les violations des droits de l'homme et des libertés fondamentales en Ukraine se sont généralisées et systématisées.
🔻 Néonazisme
La formation d'une société basée sur les idées nazies se déroule dans ce pays à un rythme accéléré avec l'encouragement actif des sponsors occidentaux.
À cette fin, Kiev s'efforce de mener une propagande néonazie agressive, accompagnée de la réécriture de l'histoire de la Grande Guerre patriotique et de la Seconde Guerre mondiale, ainsi que de la promotion des sentiments nationalistes dans la société ukrainienne.
Il est à constater qu’au cours de ces dernières années, les nationalistes et les radicaux de droite, agissant avec la connivence des autorités ukrainiennes, ont entrepris de grands efforts pour perturber les événements liés à la célébration du jour de la Victoire dans la Grande Guerre Patriotique et d'autres dates commémorative, ainsi que les événements antifascistes.
🔻 Répression
Le droit à la liberté et à la sécurité de la personne est régulièrement violé dans le pays, il y a de nombreux cas d'arrestations illégales, de tortures, d'intimidations, de traitements inhumains et cruels, visant principalement à forcer les détenus à avouer leur culpabilité.
❗️ La persécution des opposants politiques, des journalistes indépendants et des médias, ainsi que des membres d'organisations publiques indésirables pour les autorités a pris des proportions sans précédent, généralement accompagnée de références à la nécessité de lutter contre "l'agression russe" et le "séparatisme". À cette fin, les autorités de Kiev emploient activement des membres de structures nationalistes radicales, qui enfreignent souvent la loi mais restent impunis.
Au cours du conflit armé interne déclenché par Kiev il y a dix ans dans le sud-est de l'Ukraine, des centaines de milliers de citoyens, dont des personnes âgées, des femmes et des enfants, ont été tués et blessés.
🔻 Persécution de l'Église orthodoxe ukrainienne
L'Église orthodoxe ukrainienne canonique, que les autorités de Kiev tentent de déraciner du champ religieux du pays depuis de nombreuses années, a subi des coups du régime russophobe de Kiev. Une vaste campagne de disinformation a été lancée contre le clergé de l’Église afin de discréditer ses prêtres aux yeux des fidèles et de les présenter comme des "collaborateurs de l'ennemi".
Chaque jour, la police ukrainienne et le Service de sécurité de l'Ukraine (SBU) accusent les églises de l'Église orthodoxe ukrainienne d'abriter des armes, des munitions et des provisions destinées à l'"agresseur".
Il y a eu de nombreux cas de saisies violentes d'églises appartenant à l'Église canonique et leur "transfert" ultérieur à la structure schismatique créée par le régime de Kiev.

🗓 23 августа 1943 года – 8️⃣1️⃣ год назад – завершилась Курская битва, ставшая одним из самых масштабных сражений в истории человечества. С обеих сторон в нём участвовали более 4 млн человек, было задействовано свыше 69 тыс. орудий и миномётов, более 13 тыс. танков и САУ, до 12 тыс. самолетов.
⚔️ Курская битва, продлившаяся почти 50 суток, включала в себя оборонительную (5-23 июля) и ряд наступательных (12 июля – 23 августа) операций в районе Курского выступа (Курской дуги), который образовался в центре советско-германского фронта весной 1943 года. Целью сражения был срыв крупного наступления немецких войск и разгром стратегической группировки противника.
Битва началась с наступления немецких войск, но после недели упорной обороны войскам Красной армии удалось остановить натиск врага. У деревни Прохоровка (Белгородская область) 12 июля произошло крупнейшее танковое сражение, в котором принимали участие до 1200 танков и штурмовых орудий с обеих сторон. Немецкая танковая группировка потеряла около 10 тыс. человек и более 360 танков, противнику окончательно был закрыт путь в Курск. В тот же день советские войска начали контрнаступление – были освобождены Орёл и Белгород. Битва на Курской дуге завершилась освобождением Харькова (23 августа), после чего Красная армия начала бои за освобождение Украины.
🎖В Курской битве советские воины проявили мужество, стойкость и массовый героизм: свыше 100 тыс. человек награждены орденами и медалями, 231 человек удостоен звания Героя Советского Союза, 132 соединения и части получили гвардейское звание, 26 удостоены почётных наименований Орловских, Белгородских, Харьковских и Карачевских. В память о героической победе советских солдат в этой битве в Курске установлен мемориальный комплекс «Курская дуга».
❗️Сегодня западная военная техника вновь горит на Курской земле, а её жители так же демонстрируют непреклонность перед натиском нацистов, на сей раз – украинских боевиков, поддерживаемых странами НАТО.

Сегодня мы отдаём дань уважения официальному государственному символу России, который наряду с гербом и гимном знаменует её суверенитет и независимость, утверждает преемственность многих поколений многонационального народа страны.
История российского триколора насчитывает более трёх столетий. Его создателем считается Пётр I: в 1705 году он издал указ, согласно которому «на торговых всяких судах» должны поднимать бело-сине-красное полотнище. Однако статус официального флаг приобрёл только в 1896 году, накануне коронации Николая II.
⚪️🔵🔴 Официального толкования цветов российского флага нет. Однако принято считать, что белый цвет означает чистоту, независимость и мир, синий – веру, преданность и правосудие, красный – смелость, силу и мужество.

❓ Question : Selon les informations reçues, les forces armées ukrainiennes ont utilisé des lance-roquettes multiples de fabrication occidentale pour attaquer des infrastructures civiles dans la région de Koursk. Le ministère russe des Affaires étrangères peut-il confirmer cette information?
💬 Maria Zakharova : En effet, aujourd'hui, nous avons déjà signalé un certain nombre d'attaques terroristes menées par le régime de Kiev contre des installations civiles sur le territoire russe. En particulier, pour la première fois, la région de Koursk a été frappée par des roquettes de fabrication occidentale, probablement des Himars américaines.
Suite à une attaque ukrainienne, un pont sur la rivière Seïm, dans le district de Gloushkovsky, a été complètement détruit et des volontaires apportant une aide à la population civile ont été tués. Comme nous avons souligné précédemment, tous les responsables de ces actes inhumains seront sévèrement punis.

Украинские спецслужбы при содействии западных кураторов продолжают активно использовать дипфейк и другие технологии на базе искусственного интеллекта для распространения ложной информации о ситуации в приграничных регионах нашей страны.
Обратили внимание на очередную грубую подделку: в сеть Интернет была вброшена видеозапись, на которой официальный представитель МИД России М.В.Захарова якобы заявляет о том, что «российская сторона готова рассматривать передачу Запорожской АЭС под контроль представителей Киева взамен на добровольный выход ВСУ из Курского региона». Это «обращение» – дипфейк, склеенный на скорую руку на основе видеозаписи брифинга М.В.Захаровой от 18 июля 2024 года.
☝️ Подчёркиваем: М.В.Захарова ничего подобного никогда не произносила. Подлинные комментарии официального представителя МИД России доступны в её телеграм-канале и на официальных ресурсах Министерства.
Актуальную информацию о реальном положении дел на российском ядерном объекте – Курской АЭС – можно найти в официальной ноте Постоянного представительства Российской Федерации при международных организациях в Вене в адрес Секретариата МАГАТЭ от 9 августа 2024 года.

Key points:
• There is brazen interference in the affairs of independent states, which, unfortunately, still continues in various forms. Despite humanity’s persistent efforts to eradicate neocolonialism, the Western world vehemently resists it.
• The former colonial powers persist in exploiting dependent countries, enhancing their own comfort through the humiliation and oppression of others – albeit employing more sophisticated tools and methods.
• According to experts (American experts, for all their bias), between 1946 and 2000, the United States interfered in elections in other countries more than 80 times. Since 1945, there have been more than 50 attempted coups and military interventions. Of the 174 cases of restrictive measures applied in the 20th century, the United States was responsible for 109. <…> In fact, America has become a global sanctions neo-metropolis.
• In order to preserve its geopolitical presence in various parts of the world, the West relies on the so-called debt neo-colonialism . <…> The neo-colonial powers are using financial institutions under their control and extensively exploiting the difficult socioeconomic situation in many countries of the Global South to induce them to borrow at interest rates that are higher than those offered to the so-called golden billion countries.
• Neo-metropolitan powers have also been targeting certain countries in Latin America, Asia and Africa with their disruptive efforts in order to control their natural wealth, including critical minerals. They focus on gaining unrestricted access to lithium, graphite, nickel, cobalt and rear earth deposits they need for transitioning to a low-carbon economy.
❗️ The fight against neocolonialism is not an eternal confrontation for the sake of confrontation itself. It is primarily a progressive movement of states towards civilisational sovereignty, which is crucial in avoiding degradation and devastation in the 21st century. <…> Only fully sovereign countries that have independence in domestic and foreign affairs will be able to effectively counteract the deliberate efforts of the former metropolises to impose unequal economic and political deals on them.
• Investigation of colonial crimes that do not have a statute of limitations should be placed at the forefront of this activity. It is necessary to consider the creation of a single public database (register) of crimes of the colonial period, as well as modern neocolonial practices, at the UN, and work out a scale to evaluate the damage caused by war crimes committed on their territory.
• Neo-metropoles should be hit where it hurts the most, in their wallets, which they are filling largely by exploiting the rest of the world. We believe that the payment of compensations to the victims of neocolonial practices should be based on clear, legally considered and substantiated evidence. Political and diplomatic assessments must be complemented with a legal evaluation of their actions.
• We wish the best of luck to our African and Latin American colleagues. Their success, including in establishing an anticolonial tribunal (akin to the Nuremberg Trials), will be a major step towards depriving the Global North of its domination and towards building a fair multipolar world order.

💬Nous assistons en Ukraine à un nouveau témoignage de la destruction intentionnelle et délibérée par le régime de Kiev du christianisme en tant que religion mondiale. Aujourd'hui, la Verkhovna Rada (parlement ukrainien) a adopté la loi scandaleuse, longtemps débattue, «sur la protection de l'ordre constitutionnel dans le domaine des activités des organisations religieuses».
Ainsi, le régime de Kiev dispose désormais de la possibilité de mettre en œuvre ses plans à long terme visant à interdire et à éradiquer l'Église orthodoxe ukrainienne canonique (EOU) du territoire du pays.
À rappeler que l'article 35 de la Constitution ukrainienne stipule: «Chacun jouit du droit à la liberté de conviction et de confession. Ce droit comprend la liberté de professer ou non une religion, de pratiquer librement des cultes religieux et des cérémonies rituelles, individuellement ou collectivement, et de mener des activités religieuses».
☝🏻Ce n'est un secret pour personne que la Constitution de l’Ukraine n'a aucune signification pour le régime de Zelensky. Il suffit de rappeler l'annulation des élections présidentielles.
Les initiateurs de la loi ont méprisé l'opinion de millions de croyants, la position de l’EOU elle-même, celle de la communauté juridique et même les timides critiques des parrains étrangers du régime. Tous les efforts des opposants à la loi pénale ont été vains. L'ordre politique visant à détruire en Ukraine l'institution vers laquelle se tournent des millions de personnes a été plus fort.
L'approbation de la loi est un coup dur pour toute l'Orthodoxie, une menace pour son unité canonique.
❗️Pour la première fois, nous avons assisté à une situation où toute une confession religieuse se voit interdite sur le territoire d'un État européen, où les droits de millions de croyants sont ouvertement piétinés et où des documents juridiques internationaux concernant la liberté de religion sont violés de manière éhontée et sans scrupule.
Bien entendu, le synode de l'Église orthodoxe russe donnera son évaluation cet acte illégal, mais il conviendrait, semble-t-il, au Saint-Siège, Constantinople et à d'autres confessions de s'exprimer sur ce qui s'est passé.
❌Le régime de Kiev fait une fois de plus preuve de mépris pour ses citoyens en ignorant l'opinion de cette partie raisonnable de la communauté mondiale, qui a bien appelé les choses par leur nom: destruction, schisme, massacre de l'Église orthodoxe ukrainienne canonique.
Par ses actions, la clique Zelensky ne fait que creuser le fossés dans la société ukrainienne, détruisant délibérément les fondements spirituels séculaires des croyants orthodoxes de notre peuple ukrainien frère. Les persécuteurs commettent un crime historique. Dieu les jugera.
👉🏻Pour notre part, nous condamnons fermement la décision sans précédent conduisant à une interdiction totale de l'EOU canonique, et nous appelons toutes les personnes concernées et les organisations de défense des droits de l'homme à s'unir pour s'opposer à l'arbitraire de l'État ukrainien à l'encontre de l’Orthodoxie canonique en Ukraine.
Le régime Zelensky a une fois de plus confirmé sa nature dictatoriale, sa volonté de trahir les choses les plus sacrées, de bafouer la foi de millions de concitoyens afin de servir ses objectifs politiques.
🗓 The Battle of Kursk, one of the greatest military engagements in human history, ended on August 23, 1943 – 81 years ago. In total, the battle involved over 4 million people, over 69,000 guns and mortars, more than 13,000 tanks and self-propelled guns, and nearly 12,000 aircraft.
⚔️ The 50-day Battle of Kursk included a defensive operation (July 5-23) and a number of offensive operations (July 12-August 23) in the area of the Kursk Salient (Kursk Bulge) that formed in the centre of the Soviet-German front in the spring of 1943. The battle was aimed at breaking up a major German offensive and routing the enemy’s strategic grouping.
The battle began with a German offensive, but after a week of stubborn defence, the Red Army managed to stop the enemy push. On July 12, a major tank battle involving a total of 1,200 Soviet and German tanks and assault guns took place near the village of Prokhorovka in the Belgorod Region. The German tank force lost nearly 10,000 men and over 360 tanks, with the enemy definitively cut off from the city of Kursk. On the same day, the Soviet forces launched a counter-offensive, liberating the cities of Oryol and Belgorod. The Battle of the Kursk Bulge culminated in the liberation of Kharkov on August 23, after which the Red Army launched the fighting to liberate Ukraine.
🎖 The Soviet participants in the Battle of Kursk displayed courage, tenacity, and mass heroism: over 100,000 people were awarded orders and medals; 231 people were honoured with the title of Hero of the Soviet Union; 132 formations and units were added to the Guards category; and 26 units received the designations of Oryol, Belgorod, Kharkov and Karachev in honour of the cities they had liberated. The Kursk Bulge memorial to the heroic victory of the Soviet soldiers was erected in Kursk.
❗️Today, Western military equipment is once again being destroyed on Kursk soil, while its residents show unwavering resolve in the face of Nazi aggression, this time from Ukrainian militants backed by NATO countries.

С 18 августа 2024 г. по 15 сентября 2024 г. (включительно) каждое воскресенье Консульский отдел будет вести прием посетителей, обращающихся за учебными визами, с 10:00 до 13:00 (строго) в порядке живой очереди.
Просьба иметь в виду, что эта мера принята в порядке исключения для обеспечения обучающихся в России возможностью прибыть к месту обучения в установленные ВУЗами сроки. ❗️Deepfake using video footage from Foreign Ministry Spokeswoman Maria Zakharova’s briefing
Ukrainian special services, assisted by their Western supervisors, continue to actively use deepfake and other AI-based technologies to disseminate false information on the situation in our country’s border areas.
We have paid attention to another coarse imitation: a video was uploaded to the Internet, in which Foreign Ministry Spokeswoman Maria Zakharova allegedly stated that "the Russian side is ready to consider the transfer of the Zaporozhye Nuclear Power Plant under Kiev’s control in return for a voluntary withdrawal of the Ukrainian Armed Forces from the Kursk Region." This address is a deepfake, glued together at short notice based on a video recording of Maria Zakharova's briefing of July 18.
☝️ We emphasise: Maria Zakharova has never said anything of the sort. Genuine comments by the Foreign Ministry Spokeswoman are available in her telegram feed and in the Foreign Ministry’s official resources.
The actual information on the real situation at the Kursk Nuclear Power Plant is available in the formal note of the Permanent Mission of the Russian Federation to the International Organisations in Vienna to the IAEA Secretariat dated August 9, 2024.
Earlier this week, the Ukrainian resource network of the Centre for Information and Psychological Operations (CIPsO) also circulated a video where Alexei Smirnov, Acting Governor of the Kursk Region, is allegedly making an appeal to the men of Kursk to join the militia. This "statement," which has nothing to do with reality, was immediately refuted in the official telegram channel of the Kursk Region Government.
⚠️ In view of this, we, once again, strongly encourage Internet users to display extreme vigilance and give no credence to data from dubious sources. Unbiased information about the situation in the Kursk Region is promptly posted on official resources of the Russian Presidential Executive Office, Russian Defence Ministry, Russian Ministry of Foreign Affairs and the Kursk Region Government.
⚡️8 августа 2024 г. Президент России подписал ряд федеральных законов, направленных на совершенствование миграционной политики Российской Федерации.
• В частности, Федеральным законом от 08.08.2024 г. № 260-ФЗ «О внесении изменений в отдельные законодательные акты Российской Федерации» с 1 января 2025 г. максимальный срок временного пребывания иностранного гражданина, прибывшего в Российскую Федерацию в порядке, не требующем получения визы, уменьшается до 90 суток в течение календарного года, за исключением случаев, предусмотренных Федеральным законом или международным договором Российской Федерации.
Данная мера направлена на недопущение осуществления иностранными гражданами незаконной трудовой деятельности в Российской Федерации.
• Кроме того, Федеральный закон «О правовом положении иностранных граждан в Российской Федерации» дополняется положениями, вводящими правовой режим высылки, который применяется в отношении иностранных граждан, незаконно находящихся на территории Российской Федерации.
Режим высылки предусматривает, в числе прочего, ограничение возможности реализации такими иностранными гражданами отдельных прав, например изменения места жительства или места пребывания в Российской Федерации без разрешения органа внутренних дел, управления транспортными средствами, заключения брака.
• Одновременно Федеральным законом от 08.08.2024 г. № 253-ФЗ «О внесении изменений в отдельные законодательные акты Российской Федерации» облегчен процесс переезда в Российскую Федерацию для иностранных граждан, которые получили статус участника (члена семьи участника) Государственной программы по оказанию содействия добровольному переселению в Российскую Федерацию соотечественников, проживающих за рубежом, в качестве репатрианта.
Этой категории граждан вид на жительство может быть выдан без получения разрешения на временное проживание. Кроме того, такой гражданин может подать заявление о выдаче вида на жительство в дипломатическое представительство или консульское учреждение Российской Федерации в том государстве, где был получен статус участника Государственной программы.
При этом выдаваться вид на жительство будет органом внутренних дел в соответствующем субъекте Федерации после прохождении государственной дактилоскопической регистрации, фотографирования и медицинского освидетельствования.
Указанная норма вступает в силу через 90 дней после опубликования Федерального закона.

Основные тезисы:
🔹 Бесцеремонное вмешательство в дела независимых государств происходило и, к сожалению, продолжается в разных формах. Какими бы твёрдыми ни были намерения человечества выкорчевать неоколониализм, западный мир будет отчаянно сопротивляться этому.
🔹 Бывшие метрополии страстно желают все так же паразитировать на зависимых от них странах, обеспечивать себе комфорт за счёт унижения и подавления других. Только на сей раз — более изощрёнными средствами и методами.
🔹 По оценкам экспертов, с 1946 по 2000 годы США более 80 раз вмешивались в избирательные процессы в других странах. Начиная с 1945 года осуществили свыше 50 попыток госпереворотов и военных интервенций. Из 174 случаев применения в ХХ веке рестрикционных мер 109 инициировали США. <...> Америка стала, по сути, глобальной санкционной неометрополией.
❌ Для сохранения своего геополитического присутствия в различных регионах мира Запад активно применяют механизмы "долгового неоколониализма". Неометрополии используют в своих целях сложное социально-экономическое положение многих государств Глобального Юга для побуждения их кредитоваться под проценты, завышенные по сравнению со странами "золотого миллиарда".
🔹 Подрывная деятельность неометрополий также направлена на реколонизацию отдельных стран Латинской Америки, Азии, Африки с целью установления контроля над их природными богатствами, особенно т.н. критическими минералами.
🔹 Неометрополии не оставляют без внимания и сферу информационных технологий. Задача неоколонизаторов здесь не отличается оригинальностью: нарастить "цифровой разрыв" между собой и остальным миром, закрепить монополию собственных ИТ-корпораций.
🔹 Борьба с неоколониализмом — это не вечное противостояние ради самого противостояния. Это в первую очередь движение к цивилизационному суверенитету, без которого страны в XXI веке ждут деградация и состояние разрухи.
🔹 Особого внимания в связи с этим заслуживает поднимаемая пострадавшими от колониального ига странами идея компенсаторного правосудия. <...> Желаем удачи на этом пути нашим африканским и латиноамериканским коллегам. Их успех, в том числе в учреждении антиколониального Нюрнберга, будет важным шагом к утрате Глобальным Севером доминирующих позиций, к формированию многополярного и справедливого мироустройства.
☝️ Только полностью суверенные страны, обладающие независимостью во внешних и внутренних делах, смогут эффективно противодействовать целенаправленным усилиям прежних метрополий навязывать им неравноправные экономические и политические отношения.

على وجه الخصوص سيتم إلغاء أي تسجيلات للانتهاكات التالية دون إشعار:
1. تعدد المواعيد لنفس الشخص للحصول على خدمة واحدة.
2. استخدام أسماء مستعارة (سيتم الدخول إلى القسم القنصلي بما يتفق بدقة مع قوائم الدخول عند تقديم بطاقة الهوية)؛
3. بالنسبة للإدخالات بغرض الحصول على تأشيرات الدراسة: سيتم إلغاء أي إدخالات لا تشير إلى رقم الدعوة المحدد؛
4. عندما تقوم بالتسجيل في خدمة معينة ستتمكن فقط من تقديم المستندات الخاصة بهذه الخدمة (لا ينبغي عليك التسجيل للحصول على تأشيرة سياحية ومحاولة التقدم بطلب للحصول على تأشيرة دراسية)؛
5. من الضروري الآن الإشارة إلى رقم الهاتف الشخصي الصحيح لمقدم الطلب (إذا اتصل أحد موظفي القسم القنصلي بالرقم المحدد أثناء التحقق، فيجب على مقدم الطلب نفسه الرد). سيتم إلغاء المواعيد التي لا تحتوي على رقم هاتف دون إشعار أو توضيح آخر.
نلاحظ أن جميع المشاكل المتعلقة بتحديد موعد ناجمة عن خيانة الأمانة من جانب الزوار أنفسهم الذين لا يحترمون مصالح ووقت مواطنيهم وموظفي القسم القنصلي.
ومن الضروري أيضا ملاحظة الأنشطة الضارة لما يسمى ب"الوكالات السياحية" التي تقدم خدماتها لتحديد المواعيد وحجب الأماكن للزوار الصادقين. تعتبر القسم القنصلي أن جميع هذه التسجيلات غير صالحة إذا تم تحديد هوية الزائرين الذين لديهم مثل هذا السجل فسيتم رفض تقديم الخدمات على الفور دون تفسير ووضع علامة في جواز السفر وستتم إضافة الزائر نفسه إلى القائمة السوداء. ومع ذلك لا يمكن استرداد الأموال المودعة في حساب السفارة من خلال البنوك.
ونحن نعتقد أن المسؤولية عن جميع المضايقات التي تسببها للزوار الحقيقيين تقع فقط على عاتق مواطنيهم الذين لا يأخذون في الاعتبار مصالحهم واحتياجاتهم.
