The word "most" here is the catch. You need testing before release and to solve arch specific bugs. If the developer has no 32 device on hand, there is no way for them to maintain the 32 bit version. Of course, you can just publish apks and say that you don't guarantee them working

If they're developing on a PC they can just spin up an AVD for each architecture. It would be understandable if they were developing on a phone though.
