*Subject:* Request for Suo Motu Action and Independent Inquiry into Question Paper Leak in Sachivalayam Recruitment – Involvement of Officials from Question Paper Preparation Section of APPSC *Dodda Mallikharjuna Reddy & others*
*Respected Sir,*
This representation is submitted to bring to your attention a *serious case of question paper leakage* related to *Sachivalayam recruitment*, where the *question paper was prepared by APPSC*. Though the recruitment was not directly conducted by APPSC, the involvement of APPSC staff in the *confidential paper preparation process* makes this matter highly concerning.
As per credible public sources and a detailed video investigation ([YouTube Link](https://youtu.be/ehWgXrQBiic?si=WJXH1jvJ5p8l_8K9)), one *Mr. D. Mallikharjuna Reddy*, mobile number, who was part of the *question paper preparation section*, is the *main accused* in this matter.
The allegations include:
- His *wife, younger brother Dodda Venkat Reddy, and other close associates* appeared for the Sachivalayam exam and allegedly secured jobs through *unfair advantage*.
- It is strongly suspected that the *question paper was leaked and sold to candidates*, resulting in *illegal monetary gains running into crores of rupees*.
- Despite holding a highly sensitive position in paper setting, his family members appeared in the same examination, which constitutes a *serious conflict of interest*.
- Even after *more than five years*, there has been *no official departmental action or criminal investigation* initiated.
- Prominent political leaders, including *Shri Nara Lokesh Garu*, have publicly demanded a thorough inquiry.
This grave injustice has not only eroded trust in the recruitment process but has also deeply affected the *real eligible candidates*—those who *worked day and night, putting in years of effort and dedication*, only to be *unfairly deprived of their rightful opportunity*. It is painful that the deserving youth who toiled with sincerity and hope were replaced by those who used illegal means. Please *do justice* to those honest aspirants whose dreams were shattered due to such malpractice.
Given that the *paper preparation was under the scope of APPSC*, this raises serious questions about *internal controls, ethics, and confidentiality protocols* followed during such sensitive tasks.
Therefore, I respectfully request:
1. That APPSC may take *suo motu cognizance* of this serious violation of confidentiality and ethics.
2. That an *independent inquiry* be initiated under the *supervision of ACB or CID*, focusing on the question paper preparation unit.
3. That the officer in question be *placed under suspension pending inquiry*.
4. That all beneficiaries linked to the accused, who may have unfairly secured jobs, be *subject to verification and scrutiny*.
5. That those who were *illegally qualified through the leaked paper* involving *Mr. D. Mallikharjuna Reddy and others* be *immediately removed from their posts* and appropriate legal action be initiated.
6. That APPSC reviews and strengthens its *internal mechanisms to prevent such lapses in future*.
Sir, the Commission’s integrity and credibility are vital to maintaining *public trust* in the recruitment and examination system of Andhra Pradesh. I am confident that appropriate and swift action will be taken under your leadership to restore faith in the system and deliver justice to the deserving.
