The first of many strategies employed was to take away independence as seen with the Indians from the plains. U.S. troops hunted down the buffalo and encouraged Native hunters to kill in excess. Most killed were going to waste and "every buffalo killed was a Indian dead".
Eventually, the Natives of the plains were driven to agriculture, and with it the division of tribal lands. Those who accepted this were rewarded with citizenship, while naysayers were forced off said lands or pressured to accept the condition through their family and loved ones.

Native Americans did have prior dealings with alcohol. Some made a form of beer, or wine. These were low in alcohol content and, would’ve been seldomly used outside of ceremonies.
