💬 Welcome to Russia and Nizhny Novgorod, a beautiful city, the beauty of which and the feelings of the residents of which you had the chance to enjoy yesterday.
Today’s meeting reflects the efforts of #BRICS members to develop ties with the stakeholder countries from the Global South and the Global East, the countries of the Global Majority,
in order to identify solutions to the most pressing global issues faced by all members of the international community without exception.
We are witnessing a profound transformation of international relations triggered by the formation of a fairer and polycentric system of international order, which would reflect the entire gamut of cultural and civilisational diversity of the modern-day world and ensure the right of every nation to determine its own future and its own path of development.
The stronger voice of the Global Majority, i.e. the countries of Asia, Africa, the Middle East, Latin America and the Caribbean, which are not part of the collective West, is a major trend now.
Only by uniting our ranks can we truly effectively promote a vision of a just future shared by all of us. In this context, it is important to strengthen the role of the country-to-country groups that advocate balanced and equitable approaches to international development.
We are talking about the formats which reflect the principles of equitable cooperation in practice rather than in words. These include, along with BRICS, #SCO, #AfricanUnion, #EAEU, #CIS, #ASEAN, #LAS, #CELAC, #GCC, #IORA and many other organisations. The chairs of many of these organisations are here with us.
We believe it is important to establish contacts between all such integration entities which operate at regional levels, on the one hand, and our global association BRICS, on the other hand. This will promote gradual and mutually respectful harmonisation of approaches to the issues facing all associations.
The strengthening the international legal framework and collective decision-making on global issues is now at the forefront. Only in this case will those decisions be effective and legitimate.
This principle is laid down in the UN Charter. Unfortunately, the collective West’s decisions, especially in the economy, finance, trade and more, increasingly fail to comply with the fundamental principles of the UN Charter.
Our countries have largely overlapping approaches to reforming the system of multilateral institutions, including the UN and the UN Security Council, as well as addressing the post-pandemic recovery of the global economy and the achievement of the Sustainable Development Goals approved by the UN General Assembly.

🗓 On June 7-8, Russia's Alternate SOM Leader, Director-General of the Department of Asian and Pacific Cooperation of the Russian MFA Mr. Alexey Ovchinnikov 🇷🇺 participated in the East Asia Summit Senior Officials' Meeting (#EAS SOM) and ASEAN Regional Forum Senior Officials' Meeting (#ARF SOM) in Vientiane, Lao PDR 🇱🇦.
🔹️Senior officials discussed issues related to preparation for the EAS Summit and EAS and ARF Foreign Ministers' Meetings later this year.
🇷🇺 The Russian Side emphasized the importance of continuing joint efforts in key areas of cooperation within the ARF and the EAS including implementation of the leaders' decisions on launching Regional Mechanism of Emerging Infectious Diseases Prevention and Control as well as establishing interaction among the EAS Participating States on tourism.
🔹️As part of the exchange of views on topical issues in the Asia-Pacific, Russian delegation voiced its approach towards the military-political risks associated with building up a network of minilateral blocs of high conflict potential in the region and bringing NATO potential to the East Asia.
☝️ Russia reiterated its position on the maintaining and strengthening the central role of ASEAN in regional affairs based on ASEAN-led platforms of multilateral cooperation such as EAS, ARF and ADMM-Plus.

🗓 Today, on June 5, the XXVII St. Petersburg International Economic Forum has kicked off. The main theme of the event is "The Formation of New Areas of Growth as the Cornerstone of a Multipolar World".
Over the years, the Forum has become the world's leading platform for the business community to communicate and discuss key economic issues facing Russia, emerging markets and the world as a whole.
👨💼👩💼 More than 17,100 people from 136 countries and territories, as well as 3,400 media representatives are participating in SPIEF-2024.
The plenary session of the Forum will traditionally be addressed by Russia's President Vladimir Putin, who has previously sent greeting to the participants, organisers and guests of the St Petersburg International Economic Forum.
The SPIEF-2024 business programme consists of four thematic tracks:
🔹 The Transition to a Multipolar World Economy;
🔹 Goals and Objectives of Russia’s New Economic Cycle;
🔹 Technologies for Leadership;
🔹 A Healthy Society, Traditional Values and Social Development: The Priority of the State.
The programme includes more than 150 thematic sessions with over 1,000 moderators and speakers.
In addition, events organised by the Russian Foreign Ministry will traditionally take place on the margins of the SPIEF:
• On June 7, Foreign Ministry Spokeswoman Maria Zakharova will hold a briefing, as well as a session on "International and National Experiences of Artificial Intelligence Regulation: Best Practices";
• On June 8, The International Affairs, a magazine published by the Foreign Ministry, will hold a debate titled "Polycentricity: The Norm of a Future World without Colonies and Hegemons".
🤝 The programme of events of the SPIEF-2024 international track includes more than 10 business dialogues, including formats EAEU-ASEAN, #RussiaAfrica, #RussiaLatinAmerica, #RussiaChina, #RussiaSouthAfrica, #RussiaKazakhstan, #RussiaIndia, #RussiaIran, #RussiaBrazil and other bilateral meetings.

🗓 June 2, 2024, marks 4️⃣8️⃣ years since the day our country and the Republic of the Philippines established diplomatic relations. It was on this day in 1976 that our two nations formalised their relations during the visit by President of the Philippines Ferdinand Marcos to Moscow.
🇷🇺🇵🇭 Today, Russian-Philippine relations are confidently developing. The experience of cooperation accumulated throughout the years has shaped the friendly nature of bilateral ties based on mutual respect and pragmatism. This approach was confirmed by the leaders of Russia and the Philippines in their congratulatory messages, which they exchanged on the occasion of our national holidays in 2023.
Dialogue is actively pursued at the governmental and interregional levels. Philippine official delegations visited the Eastern Economic Forum in Vladivostok, the St. Petersburg International Cultural Forum, and the World Youth Festival in Sochi, among others.
📈 Trade and economic interaction remains an important component of bilateral relations. In October 2023, on the margins of the meeting of the intergovernmental Russian-Philippine Joint Commission on Trade and Economic Cooperation, a business forum was held, which brought together over 160 participants.
Cultural exchanges between our countries flourish. Representatives of the Russian ballet school gather full halls in the leading theatres of the Philippines. The Philippine cybersports team “Neon Esports” successfully performed at the “Future Games” in Kazan.
Russia and The Philippines are coordinating their actions on various international fora, including the UN.

In 2024 Cambodia celebrates the 25th anniversary of its membership in ASEAN, and over the years the Kingdom chaired the Association three times.
🔹️The event was aimed at familiarizing the students with the structure of ASEAN, its goals and development. The ASEAN and EAS Model program included a series of lectures and master classes from the ASEAN Centre’s experts. Participation in the Model allowed the students to improve their negotiation and presentation skills, learn more about the business culture of Southeast Asian countries, explore the ASEAN Way of decision-making and try on the role of a participant of the ASEAN and EAS Summits.

1. The BRICS Ministers of Foreign Affairs/International Relations met on 10 June 2024 in Nizhny Novgorod, Russian Federation. They exchanged views on major global and regional trends and issues. They reaffirmed their commitment to strengthening the framework of #BRICS Strategic Partnership under the three pillars of cooperation – politics and security, economy and finance, cultural and people-to-people exchanges. They reaffirmed their commitment to the BRICS spirit featuring mutual respect and understanding, equality, solidarity, openness, inclusiveness, and consensus.

Mindful of the 2023 Johannesburg II Declaration the Ministers voiced their support for a comprehensive reform of the #UnitedNations, including its Security Council, with a view to making it more democratic, representative, effective and efficient, and to increase the representation of developing countries in the Council’s memberships so that it can adequately respond to prevailing global challenges and support the legitimate aspirations of emerging and developing countries from Africa, Asia and Latin America, including BRICS countries, to play a greater role in international affairs, in particular in the United Nations, including its Security Council. 15. The Ministers recognised the negative impact on the world economy and sustainable development from unilateral approaches in breach of international law. They expressed concern about the use of unilateral coercive measures, which are incompatible with the principles of the Charter of the UN and produce negative effects on economic growth, trade, energy, health and food security notably in the developing world.

32. The Ministers recalled their national positions concerning the situation in and around #Ukraine as expressed in the appropriate fora, including the UN Security Council and UN General Assembly. They noted with appreciation relevant proposals of mediation and good offices aimed at peaceful resolution of the conflict through dialogue and diplomacy.

The Ministers expressed grave concern at the deterioration of the situation in the Occupied Palestinian Territory, in particular the unprecedented escalation of violence in the #Gaza Strip as a result of the Israeli military operation that led to mass civilian displacement, death and casualties, and destruction of civilian infrastructure. 36. The Ministers reiterated that the principle “African solutions to African problems” should continue to serve as the basis for conflict resolution on the African continent. The Ministers looked forward to the next BRICS Ministers of Foreign Affairs/International Relations meeting to be held on the margins of UNGA79 and hosted by Brazil as incoming Chair of BRICS in 2025.
⚡ Russian trade relations with Asia have increased by 60%, with the Middle East by two times, with Africa by 69%, and with Latin America by 42%.

Shifting trade dynamics
🔹 Russia remains a key player in global trade, actively expanding its geographical reach.
🔹 Russia is restructuring its import and export flows, with friendly nations now accounting for three-quarters of its trade turnover.
🔹 The focus will be on supporting non-resource and non-energy exports.
🔹 Exports of finished high-tech products have increased. Russia is prepared to offer other countries full-fledged, full-cycle technological partnerships.
Transport and Logistics
🔹 The volume of cargo transportation along international routes through Russia is expected to grow by 50%.
🔹 A key project in this area is the development of the Eastern Polygon of railways.
Northern Sea Route and Arctic Development
🔹 Recognizing the demand for global transportation arteries, Russia will continue developing the Northern Sea Route (NSR).
🔹 In 2023, 36 million tons of cargo were transported via the NSR. This figure could exceed 150 million tons in the future.
🔹 A commission dedicated to the development of the Arctic and the NSR will be established within the Russian State Council.
Financial sovereignty and BRICS expansion
🔹 The share of settlements in rubles for Russian exports has tripled to 39%.
🔹 Russia will enhance the security of cross-border payment infrastructure, particularly within the BRICS framework.
🔹 The BRICS’ share of global GDP has reached 36%, while its population share stands at 46%.

🗓 On June 6, the #EAEU-ASEAN Business Dialogue was held on the sidelines of the St. Petersburg International Economic Forum (#SPIEF-2024).
🔹️The event was co-organized by the Eurasian Economic Commission (#EEC), the Russia-ASEAN Business Council and the Roscongress Foundation.
🔹️Participants discussed ways to intensify trade and economic cooperation between ASEAN and the EAEU, the role of supranational and national regulatory measures in the context of the growth of global economy of the countries of the Eurasian region in response to global challenges. They also noted the importance of studying approaches to determining strategic directions for development in the EAEU and ASEAN and exchanging best integration practices.
🔹️H.E. Mr. Sergey Glaziev, EEC Minister for Integration and Macroeconomics noted that the interaction established between the EAEU and ASEAN and with the countries of the region made it possible to effectively cope with current geo-economic challenges and achieve progress in the development of mutually beneficial cooperation. At the same time, he emphasized that the two organizations need to create a new dimension of dialogue, which will allow them to multiply the volume of trade turnover and eliminate existing barriers.
🔹️In his remarks Deputy Secretary-General of ASEAN for ASEAN Economic Community H.E. Mr. Satvinder Singh noted that the EAEU is a strategic partner of ASEAN. In his opinion, more attention should be paid to diversifying trade and economic interaction between the parties, deepening the dialogue and exchange of practical experience in the field of innovation, digital transformation and increasing market transparency.

🗓 On May 23-24, Moscow hosted the 3rd ASEAN Regional Forum (#ARF) Workshop on Countering the Use of ICTs for Criminal Purposes, co-chaired by Russia 🇷🇺, Thailand 🇹🇭 and China 🇨🇳.
🔹️The agenda of the workshop covered such issues as criminalization and crime prevention, international cooperation on countering the use of #ICTs for criminal, terrorist and extremist purposes, as well as international legal aspects of countering the use of ICTs for criminal purposes and the practice of national and cross-border investigations.
🔹️The participants shared their approaches to the topical issues related to countering the use of ICTs for criminal purposes. The discussion highlighted the need to enhance practical cooperation in this field and to early elaborate under the UN auspices the comprehensive international convention on countering the use of ICTs for criminal purposes.
🗓 On May 20-21, Foreign Minister Sergey Lavrov took part in the Foreign Ministers Council meeting of the Shanghai Cooperation Organisation member-countries.
The participants focused on the organisation’s activities in the context of preparations for the meeting of the SCO Heads of State Council meeting in Astana on July 3-4. They also discussed draft documents to be presented for the leaders’ consideration.
The participants will reflect their coordinated approaches to the SCO’s further development and current global and regional issues in the Astana Declaration.
The admission of Belarus will be an important step towards strengthening the #SCO. The Ministers endorsed the relevant draft decisions of the Heads of State Council.
They also coordinated proposals of the SCO Foreign Ministers Council on comprehensive improvement of the organisation’s activities in the context of current geopolitical realities.
They adopted draft leadership statements and conceptual documents as a foundation for promoting cooperation in energy, transport, logistics and environmental protection.
During a detailed exchange of views on key regional and international issues, the Ministers discussed the situation in the Gaza Strip and the Middle East as a whole, and, in part, settlement of the Palestinian-Israeli conflict.
They paid special attention to the SCO’s efforts to facilitate stabilization in Afghanistan, considering the importance of this factor for the security of the SCO space.

🗓 On 8-9 May, representatives of the Russian Ministries of Foreign Affairs and Defence 🇷🇺 took part in the ASEAN Regional Forum Inter-Sessional Support Group Meeting on Confidence Building Measures and Preventive Diplomacy (#ARF ISG on CBMs and PD) and ARF Defense Officials' Dialogue (ARF #DOD) in Vientiane, Lao PDR 🇱🇦.
🔹️ARF officials exchanged views on regional security developments, discussed progress achieved by the relevant ARF ISMs and outlined plans for the next Inter-Sessional Year 2024-2025, as well as agreed to foster open discussions and promote collaboration in defence-related matters.

📢 RT Academy's first international online course for journalists has come to an end. More than 300 students from #ASEAN and South Asia region boosted their skills of TV & Online Journalism and learned about the news making pipeline from producing stage to post-production.
🟩 Only around 200 of them managed to pass through all the tasks to receive #RT Academy certificates and continue their media journey with the team.
🟩 We are happy that our ASEAN friends took an active part in the RT Academy course. 65 students came from Indonesia 🇮🇩, 33 from Myanmar 🇲🇲, 8 from Vietnam 🇻🇳, 20 from Malaysia 🇲🇾, 10 from Singapore 🇸🇬, 4 from Thailand 🇹🇭, 1 from Brunei 🇧🇳, 5 were representing the Philippines 🇵🇭, 9 participants were from Cambodia 🇰🇭, 1 from Laos 🇱🇦 and 1 student was from Timor-Leste 🇹🇱. Another large group represented South Asian nations.
🟩 As their final assignment, the students prepared real TV news reports, with topics ranging from breaking news to economy and regional politics.
🟩 In 2023 RT International chose Jakarta 🇮🇩 - the host city of the ASEAN Headquarters, as the location for its representative office in the region. In September 2023, Indonesia also became the destination for RT's first international educational program - 2-day seminars on TV journalism, which were held in Jakarta, with 75 journalism students, TV, radio and newspaper journalists in attendance.
