🗓 On December 2, Ambassador of the Russian Federation to #ASEAN H.E. Mr. Evgeny Zagaynov 🇷🇺 took part in the Opening ceremony of the ASEAN Week 2024 organized by the ASEAN Centre in MGIMO University in Moscow.

🔹️Ambassador spoke on the whole range of issues related to the ASEAN-Russia Strategic Partnership with a special emphasis on the major events held within the past year.

🔹️Mr. Andrey Lyamin, Deputy Director-General of the Department of Asia and Pacific Cooperation of the Russian MFA, MGIMO’s Vice Rector for Research Affairs Dr. Andrey Baykov, MGIMO's Head of the Department of Diplomacy H.E. Mr. Kirill Barsky and Deputy Director of the Department of Multilateral Economic Cooperation and Special Projects of the Russian Ministry of Economic Development Ms. Evgeniya Aksenova addressed the participants with their welcoming remarks.

🔹️The Honorary Consul of the Russian Federation in Penang (Malaysia 🇲🇾) Mr. Teoh Seng Lee gave a lecture on the prospects for educational cooperation between Russia and ASEAN in the upcoming year of Malaysia's ASEAN Chairmanship.

🇱🇦 December 2 marks the 49th Anniversary of the proclamation of the Lao People’s Democratic Republic.

The Lao People's Democratic Republic was proclaimed in 1975 following a long and intensive struggle, combined with political and diplomatic efforts to secure the country’s neutrality amidst foreign aggression in Indochina.

🤝 The Soviet Union and Laos established diplomatic relations on October 7, 1960. On March 9, 1994, Russia and Laos signed the Treaty on the Foundations of Friendly Relations. In October 2011, Russia and Laos adopted the Declaration on Strategic Partnership in the Asia Pacific Region.

Today, our countries are steadily expanding their trust-based dialogue and the high and highest levels, as well as enhancing interaction between parliaments and sectoral agencies. They are also intensifying trade, economic, cultural, humanitarian and interregional ties within the framework of the Russia-Laos strategic partnership.

🎉 We extend our heartfelt congratulations to our Lao friends on this holiday! We reaffirm our commitment to further strengthening our traditionally friendly relations and multifaceted partnership with Vientiane, in the interests of peace and stability in Southeast Asia and the entire Asia-Pacific region.

🗓 On November 26-27, Malaysia 🇲🇾 hosted an international business forum "World of Opportunities: Russia-ASEAN", organized by the Roscongress Foundation. Over two days, it gathered more than 350 representatives of political, business, and academic circles, media, and experts.

🔹️As part of the forum the #EAEU-#ASEAN Business Dialogue was held. The Eurasian Economic Commission (#EEC) was represented by the Minister for Integration and Macroeconomics Mr. Eldar Alisherov.

"Trade between the EAEU and ASEAN is demonstrating steady growth at double-digit rates, which indicates great potential for the development of a multisectoral dialogue between the two organizations. The business community is the key driver of this process."


🔹️According to the EEC Minister, joint expert and business platforms of the EAEU and ASEAN allow for direct communication between entrepreneurs, eliminating lack of information and creating a space of trust.

"The key task facing the two organizations today is to create transparent and understandable conditions for interaction between the business communities of our countries."


🔹️The EEC Minister noted that it is important to study the experience and best practices of the EAEU and ASEAN in such areas as artificial intelligence, green economy, and big data economy.

"Entrepreneurs from the countries of the two organizations are actively helping in this, they identify existing limitations and barriers in practice, and also strive to find ways to overcome them. The greatest potential for cooperation between business communities is concentrated in the areas of digitalization, industrial cooperation, food security, transport and logistics, and financial policy."


🔹️The business dialogue was attended by ASEAN Deputy Secretary-General Mr. Satvinder Singh, Co-Chairman of the Malaysian International Chamber of Commerce and Industry Mr. Sangar Kandasamy, President of the Malaysian Small and Medium Enterprises Association Mr. William Ng, representatives of business and expert circles from the EAEU and ASEAN Member States.

🔹️In Kuala Lumpur, working meetings were also held between EEC Minister Mr. Eldar Alisherov, Chairman of the ASEAN Business Advisory Council Mr. Oudet Souvannavong and Chairman of the ASEAN Business Advisory Council from Malaysia Mr. Nazir Razak. During the talks, the parties discussed the prospects for cooperation between the EAEU and ASEAN business circles and key guidelines for interaction during the Malaysia's Chairmanship in ASEAN in 2025.

📌The Memorandum of Understanding between the EEC and ASEAN on Economic Cooperation was signed on November 14, 2018 in Singapore. To implement the Memorandum, a Cooperation Program for 2020–2025 was adopted. It covers such areas as customs legislation and law enforcement practice, trade policy, entrepreneurship, technical and antimonopoly regulation, SPS measures, energy, functioning of domestic markets, and others.

EAEU — ASEAN trade turnover projected to exceed $30 billion by end of 2024

📊 For comparison, by early 2018, it amounted to approximately $20 billion. This was stated by Eldar Alisherov, Minister of Integration and Macroeconomics of the Eurasian Economic Commission, at the World of Opportunities: Russia – ASEAN business forum.

“For us, ASEAN is a strategic direction for cooperation. Everyone understands this perfectly. Platforms like today’s are precisely the result of this cooperation. This year, we have already held three full-scale business dialogues, including at the St. Petersburg International Economic Forum,” Alisherov emphasized.

Key points:

💬 Since the establishment of diplomatic ties in 1976, Russian-Philippine friendship has gone through a test of endurance, including changes in the domestic and international political and economic spheres following the collapse of the USSR.

💬 Amid the ongoing global transformation associated with the changing balance of power in the international arena, primarily due to the increasing role of the Global South and Eastern countries, the Philippines remains an important and promising partner of Russia in the Asia-Pacific region.

💬 We therefore appreciate the constructive attitude of the present administration, headed by President Ferdinand Marcos Jr, which demonstrates the continuity of the policy of maintaining friendly relations with our country.

💬 Recent years have seen an active development of interregional contacts. The city of Cebu maintains twinning relations with Vladimir, in 2022 an agreement on cooperation with Vladivostok was signed. In 2024 the province of Cebu concluded an agreement on cooperation in trade and economy, science and technology, and the humanitarian area with St. Petersburg. Moscow has cooperation programs in place with Manila and Cebu.

💬 Russia opposes the militarization of the region and the "creeping expansion" of NATO into Southeast Asia. Such narrow-bloc organizations as the Indo-Pacific Four (Japan, South Korea, Australia, New Zealand), the AUKUS military alliance with a nuclear component (the United States, the United Kingdom, Australia) are fully involved in this scenario. We note attempts to pull other ASEAN countries into similar narrow-bloc entities, with the aim of forming new "trios" and "quartets".

💬 Russian-Philippine cooperation has great potential for further successful development and translation into mutually beneficial projects.

Mr. Evgeny Zagaynov 🇷🇺 took part in the annual international conference "Russia and #ASEAN in the Asia-Pacific Region: Dynamics of Cooperation, Regional Processes and Global Context" organized by the ASEAN Centre in MGIMO University in Moscow.

🔹️ This year the event is dedicated to the 20th anniversary of Russia's accession to the Treaty of Amity and Cooperation (#TAC) in Southeast Asia.

🔹️ Deputy Minister of Foreign Affairs of the Russian Federation H.E. Mr. Andrey Rudenko 🇷🇺 addressed the meeting with his welcoming speech.

🗓 On October 25, Sochi (Russia) hosted the 4th #ASEAN-Russia Dialogue on ICT Security-Related Issues in a hybrid format under the co-chairmanship of Russia 🇷🇺 and Myanmar 🇲🇲.

🔹️The meeting reiterated the willingness of Russia and ASEAN Member States to promote interagency cooperation in finding effective solutions of issues related to the ICT security.

🔹️Particular attention was paid to the issues of combating the use of ICT for criminal purposes, capacity building through personnel training, exchanging experience, strengthening technical equipment and improving software and hardware.

🔹️The participants showed their readiness to facilitate unanimous adoption of the "UN Convention against cybercrime; Strengthening international cooperation for combating certain crimes committed by means of information and communications technology systems and for the sharing of evidence in electronic form of serious crimes" by the 79th Session of the UN General Assembly and its early entry into force. They also showed desire to support approval by consensus of parameters of the permanent single-track negotiating mechanism to be established within the UN after 2025.

🔹️It was agreed to hold the next round of the ASEAN-Russia Dialogue on ICT Security-Related Issues next year.

Welcome to Kazan. Once again, allow me to warmly welcome you to Russia.

🤝 I have warm memories from my recent visit to Vietnam and the conversation we had. It was a rewarding event for our entire delegation. We received a very warm welcome, and from the start, we felt that we were in a friendly country, in a welcoming atmosphere, among friends.

Next year will mark the 75th anniversary of the establishment of diplomatic relations. Our political dialogue is intensive and substantive, along with ongoing interaction at the level of parliaments, ministries, government agencies, political parties and public associations.

Trade is on the rise. In 2023, we saw an 8.3 percent increase in mutual trade, reaching $5 billion, and in January-August 2024, it grew by as much as 25 percent.

The Intergovernmental Commission on Trade, Economic, Scientific and Technical Cooperation is working smoothly, and the agreements reached at the highest and intergovernmental levels are being consistently implemented.

Russia and Vietnam are cooperating in the energy sector, industrial production, agriculture, and education.

⚡️ This year, we have allocated an additional quota of 1,000 state-funded places for Vietnamese students at Russian universities.

Friends, we are grateful to each of you for participating in the Kazan Summit. Thank you for your informative remarks at today’s meeting. We strongly support Vietnam’s interest in participating in the BRICS group’s multifaceted activities.

Please convey my warmest greetings to the General Secretary of the Central Committee of the Communist Party, Comrade To Lam. I would like to repeat that we are looking forward to his visit to Russia.

🗓 On November 18, the 11th Meeting of ASEAN-Russia Working Group on Science, Technology, and Innovation (#ARWGSTI-11) was held virtually. The Meeting was co-chaired by Ms. Olga Molovtseva 🇷🇺 from the Ministry of Science and Higher Education of the Russian Federation, and Dr. Hul Seingheng 🇰🇭, ASEAN COSTI Co-Chair, from the Ministry of Industry, Science, Technology & Innovation (MISTI) Cambodia.

🔹️The Meeting reviewed ASEAN-Russia STI cooperation, including the implementation of the ASEAN-Russian Federation Plan of Action on Science, Technology, and Innovation (ARPASTI) 2016-2025 and drafting plans for ARPASTI 2026-2035. Discussions also explored strategic funding opportunities, emphasizing applied science and commercialization.

🔹️The next meeting is set for October 2025 in Thailand, alongside COSTI-88.

🇷🇺 🇲🇾 ASEAN today is one of most attractive regions in terms of trade, investment, and labor resources

“Accumulated investments in the Russian economy from the businesses of the association countries amount to about $3.5 billion at present, while Russian investments in Southeast Asia are around $11.5 billion. Undoubtedly, these figures will grow. One of the foundations for this is Malaysia's invitation to become a partner country of BRICS. Cross-platform connections will allow for the development of even more effective economic ties,”

noted Alexander Stuglev, CEO of the Roscongress Foundation, at the World of Opportunities: Russia — ASEAN business forum plenary session.

According to Alexey Gruzdev, Deputy Minister of Industry and Trade of Russia, such events allow countries to better understand each other’s trade and investment opportunities, and for businessmen to present their projects.

“Interactions with Southeast Asian countries have always been and remain one of the foreign economic and foreign policy priorities for the Russian Federation. Further evidence of this is the extremely active and regular high-level contacts. This creates very comfortable conditions and an atmosphere for strengthening trade and economic ties. If we look at the statistics, by the end of last year, our trade turnover with ASEAN countries increased by 15% and reached the $22 billion mark. This year, the trend continues, with growth at plus 10% and already $17 billion in trade turnover. This is all accounted for in bilateral statistics,”

the official said during the discussion.

World of Opportunities: Russia — ASEAN business forum to address tourism issues

🗓 “The Intensification of Tourist Flows between Russia and ASEAN Countries: What Remains to be Done?” panel discussion will take place on 27 November. The session’s participants will discuss how to unlock the potential for cooperation in tourism and what new tourism destinations can Russia and ASEAN countries offer each other.

👉 2024 marks the anniversary of the strategic partnership between Russia and ASEAN. Investments in tourism can become one of the areas to strengthen this cooperation. According to Union Minister for Hotels and Tourism of Myanmar Thet Thet Khine, the tourism sector in South-East Asia has a huge potential and allows the people of the region to better understand each other’s culture and mentality.

“Improving logistic connectivity in the region and developing infrastructure should make it easier for goods and people to move across borders and increase tourist flows. Let me remind you that the visa-free regime introduced by Myanmar for Russian citizens in 2022 has been extended until 2025,”

the Minister noted during the Russia — ASEAN business dialogue at the EEF 2024.

📈 Earlier in the summer of 2024, the Ministry of Economic Development of Russia had successfully implemented a project to teach Russian to guides from ASEAN countries. This and similar initiatives are aimed at increasing mutual tourist flows between Russia and the countries of South-East Asia up to 1.5 million trips by the end of the year. The highest indicators will come from tourist cooperation between Russia, Thailand, Vietnam and Indonesia.

🔹 On November 26, 2024, Deputy Minister of Foreign Affairs of the Russian Federation Andrey Rudenko held political consultations with Undersecretary of Foreign Affairs of the Republic of the Philippines Maria-Theresa Lazaro in Manila.

🔹 A thorough exchange of views took place on topical issues of the bilateral, regional, and global agenda. Both sides discussed the state and perspectives of development of the Russian-Philippine political dialogue, cooperation in trade, economic and humanitarian spheres. Special attention was paid to interaction within the UN and multilateral venues of the Asia-Pacific region, including within the format of the Russia-ASEAN Dialogue.

EAEU — ASEAN cooperation holds immense potential across various sectors, including tourism, agriculture, industry, and others. The prospects for collaboration were actively discussed at SPIEF 2024.

“We see opportunities to increase exports to ASEAN countries. This includes not only the familiar categories of energy resources and metals but also food products. Fertilizers are a separate issue, and we hope they will occupy a more significant share of ASEAN markets. I would also like to emphasize that ASEAN is extremely important for us in terms of tourism,”

said Vladimir Ilyichev, Deputy Minister of Economic Development of Russia, at one of the thematic sessions.

🗓 The discussion will now continue during the “EAEU — ASEAN” business dialogue at the World of Opportunities forum, which will take place in Malaysia on 26–27 November.

The session participants will address key topics critical for further cooperation, such as:

🔹 opportunities for long-term sustainable development of EAEU and ASEAN countries provided by the synergies of the two unions’ integration efforts;
🔹 formats of cooperation that promote broader engagement of SMEs in international trade and economic relations;
🔹 global trends observed in the development of dialogue between business communities of the two unions.

🗓 On November 21, Deputy Minister of Defence of the Russian Federation, Colonel General Aleksandr Fomin 🇷🇺 participated in the 11th ASEAN Defence Ministers’ Meeting Plus (#ADMM-Plus) in Vientiane, the Lao PDR 🇱🇦.

🔹️In his address to ADMM Plus, the Russian Deputy Defence Minister outlined Russia's position on the most pressing security issues facing the world and the Asia-Pacific region.

🔹️At the event, ASEAN Member States confirmed their readiness to work with the Russian Ministry of Defence in key areas of military cooperation of mutual interest.

🔹️On the sidelines of the meeting, Colonel General Aleksandr Fomin held bilateral meetings with the heads of the defence ministries of Vietnam 🇻🇳, Laos 🇱🇦, Malaysia 🇲🇾 and East Timor 🇹🇱 to discuss in detail bilateral military cooperation as well as prospects for cooperation in regional multilateral formats, in particular ADMM Plus.

🗓️ On November 13-14, Russian Mission to #ASEAN and Embassy of Russia in Indonesia exhibited a Russian booth at the WIC Annual Charity Bazaar 2024.

🇷🇺 Among the products presented at the stand were traditional Russian craft, including Khokhloma wooden tableware, jewellery made of Kaliningrad amber, as well as famous Tula pryanik and biscuits with condensed milk.

We assume that our group is a prototype of multipolarity, a structure that consolidates the Global South and East.

I appreciate your comprehensive remarks. I have warm memories of our meeting in May, when you visited Moscow to participate in the celebrations marking the 79th Anniversary of Victory in the Great Patriotic War.
