🎙 Russia's Foreign Minister Sergey Lavrov’s remarks at the opening of an exhibition dedicated to the 75th Anniversary of Russian-Vietnamese diplomatic relations (Moscow, February 11, 2025)

💬 It is my pleasure to welcome you to the inauguration of this exhibition commemorating the 75th Anniversary of diplomatic relations between the Russian Federation and the Socialist Republic of Vietnam.

<...>

On January 30, 1950, Soviet Foreign Minister Andrey Vyshinsky dispatched a note to his Vietnamese counterpart, Hoang Minh Giam, confirming the USSR Government’s decision to establish diplomatic relations with the Democratic Republic of Vietnam (the state’s name at the time). Our nation was among the very first to undertake this step – recognised and established diplomatic relations.

The friendship and mutual affinity between our peoples have withstood the test of time, remaining impervious to political expediency. We take pride in having supported heroic Vietnam during both its struggle for freedom and independence, as well as during peaceful construction.

In turn, we cherish the memory of Vietnamese volunteers who fought in the Battle of Moscow in 1941–1942. Last August’s unveiling of a monument in their honour stands as vivid testament to this. We anticipate Vietnamese leadership representatives will join celebrations for the 80th Anniversary of Victory in the Great Patriotic War.

Over 75 years, Russia-Vietnam relations have evolved significantly. At present, they have attained the status of a comprehensive strategic partnership resting on trust-based political dialogue, particularly at the highest level.

The state visit of the President of Russia Vladimir Putin to Vietnam in June 2024, alongside the official visit of Chairman of the National Assembly Tran Thanh Man to the Russian Federation in September 2024 provided substantial momentum to multi-vector cooperation. A productive exchange of views occurred between the Russian head of state and Prime Minister of Vietnam Pham Minh Tinh in October 2024, on the sidelines of the BRICS Summit in Kazan. <...>

Cooperation in the fuel and energy sector continues to play a key role in the development of trade and economic collaboration. <...> The implementation of the Free Trade Agreement between Vietnam and the Eurasian Economic Union, celebrating its 10th Anniversary this year, bolsters bilateral trade. <...>

Educational and cultural exchanges expand. Vietnamese students and postgraduates – future highly qualified specialists – study across various Russian institutions. This year, Russian universities have allocated 1,000 places for Vietnamese citizens.

🇺🇳 Close constructive cooperation with Vietnam has been established within the framework of international organisations, primarily the UN. It is based on a significant convergence of positions on most issues on the global and regional agenda.

The further strengthening of Russian-Vietnamese relations allows us not only to reflect proudly on the past but to face the future with optimism. Their further enhancement serves our peoples’ interests and promotes security and stability in the Asia-Pacific region and beyond.

🇷🇺🇻🇳 To mark this 75th Anniversary, we have prepared an extensive programme of commemorative events, including Days of Russian and Vietnamese Culture and performances by Vietnamese artists in Russia.

Russian Mission to ASEAN

🗓 #OnThisDay 7️⃣5️⃣ years ago — on February 3, 1950the USSR and Indonesia established diplomatic relations.

🇷🇺🇮🇩 The two nations saw traditionally friendly, partner relations take shape, which have come a long way since then. Their onward development meets the core interests of the Russian and Indonesian people.

In 1950, the Soviet Union was among the first to recognize the young republic in Southeast Asia, contributed to the establishment of its statehood, and provided significant assistance in the construction of transport and social infrastructure facilities.

In the 1960s, the first President of Indonesia, Soekarno, visited the USSR four times, where he met with the leadership of the USSR, which in turn also visited the archipelago.

Over the past years, we have managed to amass unique experience of joint efforts in a wide range of areas. Today, our ties are making steady headway. Moscow and Jakarta have evolved an intensive political dialogue, including at the highest level. There are regular channels for collaboration between ministries, including ministries of foreign affairs, parliaments, and companies.

Our countries hold similar or coinciding approaches on issues on the global and regional agendas and closely coordinate their activities within the UN and other international platforms.

🤝 The recent accession of Indonesia to #BRICS as a full-fledged participant will contribute to the expansion of Russia-Indonesia cooperation in promoting the interests of the states of the Global South, strengthening the multilateral principles of modern interstate relations.

The accumulated positive experience of cooperation over many years remains a solid foundation for the further expansion of the entire range of bilateral relations, which meets the fundamental interests of the peoples of the two countries.

💬 President Vladimir Putin during the Russia-Indonesia talks (July 31, 2024): “Russia and Indonesia share a long-standing friendship that began decades ago. Despite the pandemic and the current developments around Russia, including associated restrictions, our trade has been growing. It has doubled over the past years. This is a very positive trend, which makes us happy.”

Russian Mission to ASEAN

🗓 On January 27, Russian Foreign Minister Sergey Lavrov convened a customary meeting with the ambassadors of the Association of Southeast Asian Nations (#ASEAN) member states accredited in Moscow.

The attendees engaged in a substantive dialogue regarding the execution of resolutions made by the leaders of our nation and the ASEAN 10 nations concerning the advancement of the Russia-ASEAN strategic partnership, alongside the preparation of a new programme document for the medium term.

The primary focus was on initiatives to enhance practical collaboration, including the involvement of the ASEAN Moscow Committee. Steps were delineated to diversify cooperation across the domains of economy, energy, science and high technologies, digital transformation, and the expansion of business and youth exchanges.

The discourse on pressing global and regional matters reaffirmed the alignment of approaches between our country and the Association in constructing a sustainable security framework in the Asia-Pacific region, grounded in the principles of adherence to international law, equality, and openness. Particular attention was directed towards deepening integration within the Eurasian space, fostering ASEAN’s connections with the EAEU and the SCO.

🤝 The event was conducted in a traditionally amicable atmosphere.

Russian Mission to ASEAN

🇷🇺 MAIN FOREIGN POLICY RESULTS IN 2024

Read in full

In the outgoing year, Russian diplomacy made energetic efforts to implement the Concept of the Foreign Policy of the Russian Federation approved by President Vladimir Putin in March 2023.

While the collective West made attempts to preserve the rudiments of its global dominance and impose a “rules-based international order,” Russia proposed a constructive alternative by advocating for the unconditional adherence to the principles of the UN Charter in all their completeness and interconnectedness, including in relation to settling the crisis in Ukraine and other conflicts <...>.

By putting forth new initiatives for Eurasian security and against neocolonialism, Russia provided a new ideological framework for its policy course to enhance its standing on the international arena as one of the leading centres in a multipolar world.

✅ The implementation of the strategic initiative for creating an architecture of indivisible security in Eurasia, presented by the President of Russia in June, has begun. <...>

✅ Bilateral agreements on security guarantees were signed with Belarus and the DPRK, regulating the response in the event of armed aggression against either party. Moscow and Minsk also took practical steps in the field of nuclear weapons as a measure to deter a potential aggressor. <...>

✅ The economic potential of Greater Eurasia was strengthened this year through the promotion of the project to develop the North-South International Transport Corridor. <...>

✅ Russia launched the implementation of the foreign policy initiative on international cooperation in countering neocolonialism.

🤝 President Vladimir Putin’s state visits to Uzbekistan and Kazakhstan confirmed the proximity of our foreign policy approaches, and consolidated promising areas of cooperation, including joint production and logistics projects, in the bilateral agenda.

🤝 President Vladimir Putin’s first-ever state visit to Azerbaijan in August served as evidence of the intensive development of Russia-Azerbaijan bilateral relations.

🤝 The overarching partnership and strategic interaction with China reached a new level following the state visit by President Vladimir Putin to China in May. The People’s Republic of China consolidated its role as Russia’s largest foreign trade partner, as mutual trade reached the equivalent of $240 billion, with 95 percent of payments made in national currencies.

🤝 The special privileged strategic partnership with India received a serious boost thanks to Indian Prime Minister Narendra Modi’s official visit to Russia in July, which paved the way for expanding cooperation in finance, investment, transport, energy, science and technology.

🤝 President Vladimir Putin’s state visit to Pyongyang in June opened a new chapter in the cooperation with the Democratic People’s Republic of Korea, during which the parties signed the Treaty on Comprehensive Strategic Partnership that set guidelines for deepening mutually beneficial cooperation between the two countries on a broad range of issues.

🤝 President Vladimir Putin’s official visits to Vietnam and Mongolia improved the dynamics of the relations with these countries, mainly in energy, transport and industrial production, as well as in large investment projects.

🤩🤩🤩 The Kazan Summit of BRICS became the flagship international event, which, under Russia’s chairmanship, convened for the first time in an expanded format and definitively dispelled the myth of Russia’s international isolation.

Under Russia’s Chairship in the CIS, the development of cooperation in energy, chemical industry, and several other sectors was given a serious boost. The Agreement on Free Trade in Services, Establishment, Operation, and Investment in the CIS entered into effect.

🌍 The First Ministerial Conference of the Russia-Africa Partnership Forum was held in November, where the participating countries detailed plans for the implementation of agreements on advancing Russia’s cooperation with African states across the board
