🗓On December 18, the 3rd ASEAN-Russia Dialogue on ICT Security-Related Issues took place virtually.
🔹️The Meeting was Co-Chaired by Deputy Minister of Foreign Affairs of the Russian Federation H.E. Mr. Sergey Vershinin 🇷🇺 and Secretary of State of the Ministry of Post and Telecommunications of the Kingdom of Cambodia H.E. Mr. Keo Sothie 🇰🇭.
🔹️The Dialogue confirmed the desire of Russia and ASEAN Member States to jointly search for solutions to respond to emerging challenges and threats in information space based on the principles of sovereign equality of States and non-interference in their internal affairs. It demonstrated the interest in the further elaboration under the auspices of the UN of legally binding instruments in the field of countering information crime and conflict prevention in digital space.
🔹️ASEAN and Russia agreed to hold next session of the Dialogue next year.
🗓 On December 15, Ambassador of the Russian Federation to #ASEAN H.E. Mr. Evgeny Zagaynov 🇷🇺 paid a call on the Permanent Representative of the Lao PDR to ASEAN H.E. Ambassador Bovonethat Douangchak 🇱🇦.
🤝The diplomats discussed priorities of Lao PDR's ASEAN Chairmanship in 2024 and exchanged views on further development of the ASEAN-Russia Strategic Partnership.

⚽️🥇On December 8, the #ASEAN Secretariat and a joint team comprising diplomats of the Russian Mission to ASEAN and the Embassy of Russia in Indonesia united for a friendly football match in Jakarta 🇮🇩.
🤝 Players demonstrated not only their football skills but also the importance of fostering connections beyond official diplomatic engagements.
🏆 Both teams displayed exemplary sportsmanship, creating an atmosphere of unity and cooperation. The match not only celebrated the spirit of friendly competition but also served as a platform for building enduring friendships among participants.
🇷🇺 Russia's EMERCOM aircraft to deliver 27,5 tonnes of humanitarian aid to the people of the Gaza Strip

The EMERCOM's IL-76 aircraft flew to the airport of El-Arish. In Egypt, the humanitarian aid will be handed over to representatives of the Egyptian Red Crescent Society. They will redirect it to the to the people of the Gaza Strip.

💬 The enduring friendship and mutual trust between the Russian Federation and the Socialist Republic of Vietnam have invariably provided a solid foundation for our relations. Today, we are consistent in our efforts to develop these ties in the spirit of a comprehensive strategic partnership.
The recent meeting between the leaders of our states on the sidelines of the 3rd Belt and Road Forum for International Cooperation in Beijing served as major impetus for further reinforcing our bilateral ties. 📢 On 4 December 2023, Russian President Vladimir Putin 🇷🇺 received letters of credence from 21 newly-appointed foreign ambassadors with Singapore 🇸🇬 among them.The ceremony was held in the St Alexander Hall of the Grand Kremlin Palace.
💬 President Putin: The world entered a time of turbulence. It is undergoing drastic transformation. The underlying change is that the former unipolar world system is being replaced by a new, more just multipolar world order.
We pursue an independent, consistent, and principled foreign policy, and we are open to constructive partnerships with all countries without exception, and do not accept bloc confrontation or any steps that run counter to the UN Charter.
We expect that all our international partners will adhere to the principles of equality and mutual respect for each other’s interests.
👉 Next year, Russia will have a number of important foreign policy functions. We will be the first to chair the expanded BRICS association. And we will do our best to help the new members smoothly integrate into the activities of this organisation.
👉 We will also further develop integration processes in the Eurasian Economic Union and deepen cooperation within the Collective Security Treaty Organisation.
👉 We will pay special attention to working with our partners in the Shanghai Cooperation Organisation, which became the institutional pillar of Greater Eurasia after India, Pakistan and Iran joined the organisation.
🗓 On November 27, Ambassador of the Russian Federation to #ASEAN H.E. Mr. Evgeny Zagaynov 🇷🇺 took part in the Opening ceremony of the ASEAN Week 2023 organized by the ASEAN Centre in MGIMO University in Moscow.
🔹️Ambassador spoke on the whole range of issues related to the ASEAN-Russia Strategic Partnership with a special emphasis on the achievements reached within 5 years since the elevation of the ASEAN-Russia relations to a strategic level in 2018.
🔹️On his part, Ambassador of the Republic of Indonesia to the Russian Federation H.E. Mr. Jose Antonio Morato Tavares 🇮🇩 elaborated on the Indonesia Chairmanship in ASEAN in 2023.

🔹The EAEU Days are held from 20-24 November 2023 at the ASEAN Headquarters to celebrate the 5th Anniversary of the signing of the Memorandum of Understanding (MOU) between ASEAN and the Eurasian Economic Commission (#EEC). 🗓 Established on December 19, 1961, the UN World Food Programme (WFP) is the leading humanitarian agency in its field, with a mission to fight hunger around the globe.
WFP focuses on delivering emergency assistance and facilitating recovery and development projects, while also undertaking special operations.
🇺🇳 The international community committed itself to eradicating hunger, achieving food security and improving nutrition by 2030.
🤝 Russia acts as one of the WFP’s key and largest donors, supporting its operations in many countries worldwide. Russia’s voluntary contributions to the WFP have exceeded $450 million. Russia and WFP have been consistent in their efforts to expand their ties in humanitarian affairs in hotspots, also by working on international humanitarian logistics and supporting WFP’s development projects.
🚚 Russia has also made a meaningful contribution to reinforcing the WFP’s logistics capabilities and upgrading its lorry fleet with Russian KAMAZ trucks. WFP received ~300 vehicles to carry out humanitarian shipments in hotspots across Asia, the Middle East and Africa.
As part of the WFP, Russia initiated the Debt-For-Development Initiative in Mozambique. The Governments agreed to convert Mozambique’s debt to Russia into funding to support the National School Feeding Programme. The largest innovative project of its kind, it was later replicated in other countries, including Madagascar and Tanzania.
School nutrition programmes are viewed as an effective format for delivering Russian aid through WFP. The biggest initiatives of this kind were carried out in Armenia, Kyrgyzstan, and Tajikistan. There are also programmes for Nicaragua, Cuba, Syria and Jordan underway.
🇷🇺🤝🇺🇳 Russia appreciates the high level of interaction achieved with WFP and we hope to continue our constructive and mutually beneficial cooperation. We will continue providing humanitarian food assistance to the countries which need it the most.

💬 The domination of the “collective West” was based on diverse history including ruthless exploitation of peoples and territories of other countries.
On the basis of this five hundred years, the US & its allies built the model of globalization, which they believed would serve THEM well to continue to be number one in economy, in military exercises, in culture, politics, and so on and so forth. And they thought that they would be using this globalization scheme to continue their domination.
However, other countries, using exactly the principles and instruments of the western globalization, managed to beat the West on its own turf, building economies on the basis of national sovereignty, on the basis of balance of interests with other countries.

The event, held as part of the EAEU Days at the ASEAN Secretariat, aimed to highlight the rich and diverse national cuisines of the Eurasian Economic Union Member States.

📢 On 14 November 2018 ASEAN-Russia relations were elevated to a Strategic Partnership. In his article "ASEAN-Russia: Strengthening ties and exploring new horizons" Russian Ambassador to ASEAN H.E. Mr. Evgeny Zagaynov 🇷🇺 sums up the progress achieved throughout these 5 years.
💬 The platform of our Strategic Partnership has opened new wider opportunities for developing stronger, deeper and mutually beneficial relations and building a peaceful, stable, prosperous and integrated region. This July, the foreign ministers of ASEAN Member States and Russia noted the significant contribution of the ASEAN-Russia relations to the ASEAN integration and community-building process.
🔹️New avenues of collaboration, such as the Consultations of the High Representatives for Security Issues and Dialogue on ICT Security-Related Issues, have become important channels of communication, facilitating cooperation on contemporary security matters. In 2021, we held the first-ever ASEAN-Russia naval exercise. In 2022, the consultations on tourism were elevated to the ministerial level and earlier this year we convened the inaugural ASEAN-Russia Ministerial Meeting on Science, Technology and Innovation. Russia's expertise in digitalization, robotics, quantum technologies and artificial intelligence was shared with ASEAN partners during the ASEAN-Russia Year of Scientific and Technical Cooperation in 2022.
🔹️Since 2018, Russia has tripled its investment in the region, showcasing the growing economic ties. Collaborative projects in such areas as supply chain resilience, digital economy, sustainable development and creative economy are being carried out.
🔹️Given the growing energy demand in Southeast Asia, there is an immense potential for collaboration in this field, including clean energy technologies, nuclear energy and alternative energy sources.
🔹️We successfully continue to implement various educational and personnel-training projects for ASEAN, nurturing expertise and fostering cultural understanding, including programs for law-enforcement experts, epidemiologists, tour operators and other.
🔻Today is also another important anniversary, five years ago, the Memorandum of Understanding between ASEAN and the Eurasian Economic Commission was signed. Developing closer economic interaction between #ASEAN and the #EAEU holds potential for a synergy that can contribute to sustainable development in Asia and provides outstanding opportunities for member states of both organizations. To explore and promote them the EAEU Days will be held at the ASEAN Secretariat next week.

💬 The Russian Federation has introduced the topic of international information security to the agenda of the UN and other multilateral and regional organizations. We have been constantly working to elaborate norms of international law and the application of norms of international law regarding to information security.
🌐 We believe that in our work within the framework of the ad hoc committee, we need to assign the greater role to the countries of Africa, Middle East, developing countries, our CIS partners that have often been suffering from the illegal use of ICTs.
• Humanity is objectively entering a digital space. There are a lot of stereotypes and mechanisms of cooperation between states that already exist there, and we see that digital crime is not just illegal, but it's also bringing in a lot of money.
From answers to questions:
☝️ Russia supports the unconditional sovereignty of a state over its information space.
• On our territory, foreign companies and foreign manufacturers should comply with the national legislation.
• We are witnessing that ICTs are being used to spread fake and misleading information, for criminal purposes, which might lead to growing lack of trust between people and states, which might lead into direct confrontation and conflicts between them.
• Fake information is used first and foremost in order to radicalize the mood of the society and turn people against each other. <...> The spread of that information is harmful to efforts not just in information security, but in efforts to ensure peace.
• Information security should be ensured through the cooperation of states at the international level.
📈 The damage every year from criminals only in the European states is over five and a half trillion euros. That is the yearly damage, and it keeps growing every year.
