Ukraine wants to gain access to Starshield and has requested it to be used for strikes deep within Russian territory. Currently, it does not have such access.

Other statements by Rubio:

— I'm not sure if Zelensky himself understands what he's talking about, but no one in the White House has ordered Starlink to slow down or reduce speeds so that drones cannot use it. This happened on its own.

— The essence of the diesel fuel deal is that Putin would have sold this fuel anyway. The only difference is how much of that volume the U.S. will receive.
