So that means you have that ofc blocked for you and you have to make consular only I faced the same issue we can’t go back, once we see any consular then we can make otherwise we can’t go back

Don’t do visa appointment for your niece if she is below 14 do only for your sister, if parents have visa then children can get through Dropbox if they are under 14 years old.
