Location: Tamil Nadu state and Puducherry.
Event: The Indian Meteorological Department has issued a “red alert” for Tamil Nadu and Puducherry on Monday, October 14, due to a northeast monsoon, which forecasters predict could deliver up to eight inches of rain in the next 48 hours. The system is expected to cause heavy rainfall across several districts in the state of Tamil Nadu and in Puducherry. Consequently, the U.S. Consulate General in Chennai will be closed on Tuesday, October 15.

After you submit DS160 and proceed with payment to VFS, before the payment is initiated, you would be asked a set of questionnaire that determines whether someone is eligible for interview waiver. As far as I know, your kid being under 14 is eligible but if you are going to appear for interview, you may take your kid along with you for the interview anyways. Chances of approvals for minor is pretty high in my view. All the best!
