What I understand is that the maximum number of participants doesn’t matter; what’s important is the number of affirmative votes, which is already high. However, to be sure, it’s better to gather as many votes as possible in favor of activating the recovery tool.

I don't think they were notified properly. Not voting at all is an improperly organized proposal. They can explicitly vote against or abstain if they wish.

Considering there's a pool of BNB tokens on BSC to compensate for BEP2 ones, I'm curious where will they go if the vote fails? Can there be an implicit motivation to not vote for it?

And I don't get why it has to be put through governance if it's just a smart contract
