And maybe Telegram also has done few changes on their side as sometime bot is not getting proper response from Telegram server even for simple editing message request. Probably that also causing problem.

Why sometime downloading is too slow?

Incase of HTTP links:
Some websites offer very low speeds and affect download speeds. Load your link on transloader to generate faster link for better upload speed.

Incase of Telegram files:
Telegram has 5 datacenters. In that DC5 is very slow. If your Telegram file is stored on DC5 then download speed will be slow.

It depends on the plan you buy. It can be 2GB or 4GB. And there is a daily upload limit too. If it's a Pro plan, don't have limit.
