What is a whip?

👉🏻 In parliamentary parlance, a whip may refer to both a written order to members of a party in the House to abide by a certain direction, and to a designated official of the party who is authorised to issue such a direction.

👉🏻 A whip may require that party members be present in the House for an important vote, or that they vote only in a particular way.

👉🏻 In India, all parties can issue whips to their members. Parties appoint a senior member from among their House contingents to issue whips — this member is called a chief whip, and he/ she is assisted by additional whips.

☝🏻The anti-defection law allows the Speaker/ Chairperson to disqualify such a member; the only exception is when more than a third of legislators vote against a directive, effectively splitting the party.

👉 Appointment & Tenure

📝President appoints Chief Election Commissioner (CEC) and other Election Commissioners.

📝CEC has tenure of six years, or up to the age of 65 years, whichever is earlier.

💡At present, the ECI is a three member body including the Chief Election Commissioner.

👉 Salary & Allowances

📝The expenditure incurred by the ECI is not charged on Consolidated Fund of India (as in case of CAG or Supreme Court); rather it is voted by the parliament.

📝Chief Election Commissioner (CEC) and Election Commissioners (EC) enjoy the same status and receive salary and perks as available to Judges of the Supreme Court of India.

Macolin Convention

👉🏻 The Macolin Convention is the other name for the Council of Europe Convention on the Manipulation of Sports Competitions.

👉🏻 It is a multi-lateral treaty aimed at checking match-fixing.

👉🏻 It is the only rule of international law on the manipulation of sports competitions.

👉🏻 It centralizes and analyses information on irregular and suspicious trends.

👉🏻 It came into force in 2019, and has been signed by 32 countries and ratified by 7 countries.

GELBOTS

👉🏻 Made out of gelatin, a gelbot is capable of moving without requiring an extra power source and is reportedly a significant advance in the world of ‘soft robotics,’ or robots that are fashioned out of organic and non-metallic materials.

👉🏻 The gelbot is able to move because of the way its shape, dimensions and patterning of gel are designed. Typically, robots are made almost exclusively of hard materials like metals and plastics, that makes it hard to make more human-like robots, and thus useful for biomedical research.

👉🏻 Scientists hope to train the gelbots to crawl in response to variations in human biomarkers and biochemicals and test other worm and marine organism-inspired shapes and forms that could be designed to incorporate cameras and sensors on their bodies.

👉HARGILA

Indian wildlife biologist Dr Purnima Devi Barman was recently awarded with Champions of the Earth award, UN’s highest environmental honour for her work in conserving the stork or Hargila.

The greater adjutant (Hargila) is a member of the stork family, Ciconiidae.

👉They are known locally as hargila (derived from the Assamese words "har" means bone and "gila" means swallower, thus "bone-swallower").

Once found widely across southern Asia and mainland southeast Asia, the greater adjutant is now restricted to a much smaller range with only three breeding populations:
👉two in India, with the largest colony in Assam; and
👉another breeding population in Cambodia.

👉Listed as Endangered on the IUCN Red List of Threatened Species.

✍🏻G7 represent seven of the world’s most industrialized countries.

👉🏻 It is a social protection and insurance-based finance mechanism for loss and damage outside the UNFCCC process.

👉🏻 It will provide pre-arranged financial aid that can be rapidly deployed to respond to disasters like the devastating flood that occurred in Pakistan in August 2022.

👉🏻 It will help expand the financial protection instruments for governments, communities, businesses and households.

👉🏻 These instruments will minimise the impacts of disasters by helping vulnerable economies become more resilient, ensure sustainable development and protect lives and jobs.
