🐻 FCA charges man for operating crypto ATMs that handled $3.4m
The FCA has charged a London man for illegally operating multiple crypto ATMs without registration, processing millions in transactions.
The U.K.’s Financial Conduct Authority has charged a London man, Olumide Osunkoya, with unlawfully operating crypto ATMs without the necessary registration, marking the regulator’s first criminal prosecution involving unregistered crypto activity.
In a Sept. 10 press release, the financial watchdog accused Osunkoya of running multiple crypto ATMs across various locations that processed £2.6 million ($3.4 million) in transactions between December 2021 and September 2023.
The FCA says the case falls under the Money Laundering, Terrorist Financing, and Transfer of Funds Regulations 2017, making Osunkoya the first person to be charged for running a network of unregistered crypto ATMs in the U.K.

Kenyan President William Ruto recently urged his counterparts on the African continent to kickstart the process of ditching the U.S. dollar and replacing it with a pan-African settlement system. Ruto said the Pan-African Payments and Settlement System (PAPSS) allows business people to focus on moving goods and services.
The Kenyan leader, who spoke at a forum of government and private sector officials, suggested that African countries can commence the process of ditching the dollar by encouraging central banks and commercial banks to join PAPSS.
As explained in an East African report, the alternative payment system, which is backed by central banks on the African continent, was developed by African Export-Import Bank (Afreximbank) and the African Continental Free Trade Area (AFCFTA) Secretariat.

The economy minister of Argentina, Sergio Massa, announced that starting this month, payments for imports coming from China will be settled using the Chinese yuan. Jinan, China, says all of its bus routes now accept digital yuan pay, and will incentivize adoption by granting discounts to central bank digital currency (CBDC)-paying passengers.
Per the news outlet Shunwang-Jinan Daily (via e23), the city said that all of its bus routes’ software and card readers had been updated to allow all buses to accept payments in the Chinese CBDC.
Jinan is the capital of Shandong, a province in Eastern China, and has a population of over 9.2 million. The city had initially piloted digital yuan payments on two of its busiest bus lines, B52 and BRT5.
But after the success of these pilots, the city has decided to deploy digital yuan pay options across its entire bus network. And in a bid to boost adoption, Jinan has announced that passengers can receive discounts if they pay on buses using the CBDC.

With the European Union coming closer to passing the Markets in Crypto Assets framework and Kraken in the process of investing in the United Kingdom, lawmakers are taking notice.
Some members of the United States House of Representatives’ Financial Services and Agriculture Committees pointed to crypto asset frameworks being employed outside the country when discussing regulatory gaps at home.
In a November 10 joint hearing on the future of digital asset regulation, some lawmakers pointed to the European Union’s Markets in Crypto Assets framework and digital asset regulation in the United Kingdom in contrast with the patchwork of requirements in the United States.

Last week, venture capital and investment firms invested $201.4 million in crypto projects, with metaverse startup Futureverse and RISC Zero receiving the largest fundraises.
Eleven companies recently announced funding rounds, with two standout raises. Metaverse startup Futureverse secured an impressive $54 million from its Series A funding round, led by 10T Holdings and Ripple Labs.
At the same time, RISC Zero, a provider of zero-knowledge-proof tools for developers, raised $40 million in a Series A round.
Futureverse has a clear mission: to empower developers and users by providing a collaborative ecosystem that consolidates 11 metaverse infrastructure and content companies.
Futureverse intends to use the funds from the funding round to enhance its comprehensive technology, which includes the Futureverse Platform and The Root Network, its blockchain.

Reports indicate that the U.S. Central Intelligence Agency is poised to unveil a generative artificial intelligence (AI) tool, akin to Openai’s Chatgpt, to significantly enhance investigative efforts. Randy Nixon, the head of the CIA’s Open-Source Enterprise division, explained that this innovation will empower users to effortlessly trace back to the original sources of the information they are amassing.
This tool, will remain off-limits to U.S. bureaucrats and the general populace, with Nixon emphasizing its stringent adherence to privacy laws.
“We’ve gone from newspapers and radio, to newspapers and television, to newspapers and cable television, to basic internet, to big data, and it just keeps going,” Nixon told Bloomberg on Thursday. “We have to find the needles in the needle field.”
Nixon added:
The scale of how much we collect and what we collect on has grown astronomically over the last 80-plus years, so much so that this could be daunting and at times unusable for our consumers.

🌴 Stablecoin Issuer Circle Keeping an Eye on Hong Kong's Crypto Policies Amid Asian Market Focus
US-based stablecoin issuer Circle is closely monitoring Hong Kong’s crypto policies as the government pushes for a friendly regulatory framework.
Hong Kong is looking to establish itself as a major hub for stablecoins and digital assets markets, Circle CEO Jeremy Allaire said in a recent interview with Bloomberg on the sidelines of the World Economic Forum in Tianjin, China.
He added that Asia is a huge area of focus for Circle, particularly since it received a license as a major payments institution in Singapore, which allows it to offer digital payment token services as well as domestic and cross-border money transfer services within the city-state.
The comments come as Hong Kong implemented its new regulatory framework for crypto earlier this month.
The new rulebook allows retail investors the ability to trade virtual assets, instead of restricting digital assets trading to professional investors and traders with at least $1 million in bankable assets.
