Staff of the Federal Emergency Management Agency (FEMA) were left baffled and confused on Monday after the agency’s director, David Richardson, stated during a briefing that he was unaware the United States had a hurricane season, according to a report today from Reuters.

The remark about Atlantic Hurricane Season, which began on Sunday, June 1st and lasts until November 30th, was made by David Richardson, who is currently serving as Acting Director of FEMA after his predecessor, Cameron Hamilton, was abruptly fired in May for stating he did not believe FEMA needed to be eliminated, contradicting Secretary of Homeland Security Kristi Noem. He made it during a daily all-hands meeting held by phone and videoconference on Monday, with staff unsure if it was meant as a joke, or in some other context. Additionally, during the meeting, Richardson announced that he will not be issuing a new disaster response plan, despite telling officials to expect a new plan in May, because he does not want to make changes that might counter the FEMA Review Council, a council created by President Trump to evaluate FEMA, with its members including Secretary Noem, governors and other officials, many of whom have already expressed their desire to eliminate or significantly reduce FEMA.

The New York Times reports that while battle damage assessments for Ukraine’s large-scale drone attack Sunday against airbases in Russia, dubbed Operation Spiderweb, are still being conducted by U.S. and European officials, it is estimated that as many as 20 long-range strategic aircraft were destroyed or severely damaged, dealing a serious blow to Russian’s long-range strike capabilities needed for the ongoing invasion of Ukraine. Officials said Russia’s losses included at least 6 Tu-95MS and 4 TU-22M3 Long-Range Strategic Bombers, as well as one of their limited A-50U Airborne Early Warning and Control (AEW&C) Aircraft.

American officials have said they expect Russia would mount a “significant retaliation” against Ukraine in response to the strikes, though U.S. intelligence agencies have not, so far, identified what Russia is likely to strike, but officials believe Moscow could launch drone strikes on civilian targets, hit the energy grid or launch a new wave of intermediate-range ballistic missiles such as the RS-26. 

Since the attack on Sunday, a defense official in a NATO country in Europe said that it has already led to discussions about whether allies need to reassess their own airbase vulnerabilities, specifically in cases where long-range military aircraft, such as B-52H Long-Range Strategic Bombers with the U.S. Air Force, are placed out in the open without adequate shelter or in most cases any cover at all. With many airbases in Europe still using Cold War-era “Christmas Tree” alert areas, which are totally open to attacks from drones, for visiting long-range bombers from the United States.

Samuel Bendett, an expert on Russian drones and other weapons at the Center for Naval Analysis, said “we are slowly coming around” to the threat posed by drones to airbases across the United States. Adding, “When it comes to large military bases that have a lot of aircraft parked on the tarmac, the lesson from the Ukrainian attack is that such a strike can potentially come at any moment. At this point, it’s unlikely that our bases feature comprehensive protection against short-range threats.”
