Is she shielded? What is qualified immunity? It is a legal doctrine that protects government officials from being held personally liable for constitutional violations unless the violated right was "clearly established" at the time of the incident.
This means that officials can only be sued if their actions were so unreasonable that any reasonable official would have known they were violating the law.
I would say that leaving NC residents out in the cold to freeze with no FEMA-provided shelter and blocking citizens from delivering aid is "unreasonable."
