Index of Eight Core Industries (Base: 2011-12=100) April, 2017

The Base Year of the Index of Eight Core Industries has been revised from the year 2004-05 to 2011-12 from April, 2017. The shift is in line with the new base year of Index of Industrial Production (IIP). The industries covered in the Index of Eight Core are namely Coal, Crude Oil, Natural Gas, Refinery Products, Fertilizers, Steel, Cement and Electricity. These remain the same as in the 2004-05 series. The revised basket of Eight Core Industries is aligned to the new series of IIP (2011-12) as far as possible. The revised Eight Core Industries have a combined weight of 40.27 per cent in the IIP. The detailed data based on the revised series since April, 2012 are given in Annexure.

The combined Index of Eight Core Industries stands at 118.6 in April, 2017, which is 2.5 % higher compared to the index of April, 2016. Its cumulative growth during April to March, 2016-17 was 4.8 %.

Coal

Coal production (weight: 10.33 %) declined by 3.8% in April, 2017 over April, 2016. Its cumulative index increased by 3.2% during April to March, 2016-17 over corresponding period of the previous year.

Crude Oil

Crude Oil production (weight: 8.98 %) declined by 0.6 % in April, 2017 over April, 2016. Its cumulative index declined by 2.5 % during April to March, 2016-17 over the corresponding period of previous year.

Natural Gas

The Natural Gas production (weight: 6.88 %) increased by 2.0 % in April, 2017 over April, 2016. Its cumulative index declined by 1.0 % during April to March, 2016-17 over the corresponding period of previous year.


Refinery Products

Petroleum Refinery production (weight: 28.04%) increased by 0.2 % in April, 2017 over April, 2016. Its cumulative index increased by 4.9 % during April to March, 2016-17 over the corresponding period of previous year.

Fertilizers

Fertilizer production (weight: 2.63 %) increased by 6.2 % in April, 2017 over April, 2016. Its cumulative index increased by 0.2 % during April to March, 2016-17 over the corresponding period of previous year.

Steel production (weight: 17.92 %) increased by 9.3 % in April, 2017 over April, 2016. Its cumulative index increased by 10.7 % during April to March, 2016-17 over the corresponding period of previous year.

Cement

Cement production (weight: 5.37%) declined by 3.7 % in April, 2017 over April, 2016. Its cumulative index declined by 1.2 % during April to March, 2016-17 over the corresponding period of previous year.

Electricity

Electricity generation (weight: 19.85%) increased by 4.7 % in April, 2017 over April, 2016. Its cumulative index increased by 5.9 % during April to March, 2016-17 over the corresponding period of previous year.

Key pointers:

India loses agricultural produce worth over $11 billion — more than the Centre’s budgetary allocation for agriculture for 2017-18 — annually to weeds, according to a study by researchers associated with the Indian Council for Agricultural Research (ICAR).
The actual economic losses due to weeds were found to be highest in rice, followed by wheat and soybean. However, the average yield loss is the lowest in rice – 14 per cent in transplanted rice and 21 per cent in direct-seeded condition.
The researchers, from the Jabalpur-based Directorate of Weed Research (DWR), estimated the economic losses using data generated by an all India co-ordinated research project on weed management.
To calculate the actual yield loss, the scientists multiplied the difference in yield in weed-free situations and crop yield reported by farmers with minimum support price in respective States.

Studies some years ago showed that globally, weeds are responsible for decreasing production of the eight most important food and cash crops by 13.6 per cent, leading to an economic loss of $100 billion.

Biggest Challenge for Indian Economy: Management of Government Finance

Recently, the government announced that it would go in for additional market borrowings of Rs50,000 crore

The latest data showed that the government’s fiscal deficit reached 112% of the full-year target during April-November 2017
Most analysts now expect the government to breach the fiscal deficit target of 3.2% of GDP in the current year
Since there is still a fair bit of uncertainty in terms of revenue shortfall on account of GST, the extent to which it will miss the target will only become clear in coming weeks

The decline in GST collection for December indicates that the system is likely to take more time to stabilize

Challenge on the Agricultural front

The challenge for the government will be to find a balance where it is able to address problems in the agriculture sector, which are genuine and need attention, with the minimum possible fiscal slippage

Government need to work on multiple fronts to keep finances in control
FIRST

 It will immediately need to work to stabilize the GST systemBetter visibility on the revenue side will also help in managing expenditure

SECOND

The government has done reasonably well so far this year on the disinvestment frontIt should aggressively use this option to overcome temporary glitches on the revenue side and maintain the momentum on capital expenditure.

THIRD

The government will need to continue to move forward with reforms in order to improve the ease of doing businessIndia managed to move up 30 notches in the World Bank’s doing business rankings in 2017
Continued progress will increase economic activity, which will also help in generating revenue.

Why is economy unlikely to get support from monetary policy?

Government intervention in the farm sector in terms of higher support prices, or higher import tariffs, will push up food prices Crude prices have firmed up in recent months, rising significantly from the lows seen in 2015
Higher food and fuel prices and the possibility of fiscal slippage are unlikely to encourage the monetary policy committee of the RBI to lower rates in the foreseeable future.

Future Challenges in Brief

Overall, even though the growth rate is likely to improve, economic management will be comparatively difficult in 2018

Fiscal management will be a real challenge and a big downside surprise could affect market sentiment.
Further, the government would be well advised to move forward on the reforms pathBoth foreign and domestic investors, for instance, will closely watch how well the bank recapitalization plan is executedIt is possible to use this opportunity to transform the sector forever.
