In-equalities exist in various manners which are social inequalities, rural-urban divide, regional disparities, digital divide etc.
To realize the IG in its ultimate form, equality is the most fundamental criteria. IG and

Without equality, IG can’t be achieved and lack of IG may lead to in-equality in real or perceived forms. Thus, IG and equality are mutually reinforcing. In contemporary economic environment, gender equality has become a basic element of IG.

Empowering local self governing institutions is one of the delivery mechanisms of the IG. 73rd and 74th amendments of the constitutions are innovation in the field of Indian Polity. Centre and state govt. have to empower the PRIs to make them enabler of IG.

In this regard, the eleventh plan has devised a Devolution Index to be called PRI-Empowerment Index. Without
decentralization, it is a daunting task to implement the IG based policies. Therefore, govt.
has to devolve, delegate and decentralize the administration.

Decentralization is a bottom-up approach. Decentralization of rural governance is critical for achieving IG.

The present level of decentralization, institutional structure is inadequate.

In inadequacy
of decentralization can be reduced by democratizing the institutions of local self
government, adopting measures of fiscal decentralization i.e. by providing sufficient
financial resources.

Apart from that the following are the deficiencies in decentralization that limit the IG potential:

1. Lack of finance, proper institutions and delegation of roles and responsibilities.

2. Divergence in central and state approaches in programs and welfare schemes.

3. Incoherence in organization at national and state level.

4. Poor accountability, transparency and monitoring mechanism.

Why has growth been less inclusive?


1. First, growth has been jobless, and the employment growth has declined for the same level of economic growth. Despite clocking phenomenal growth which has made India the world's fourth biggest economy, "employment in different sectors has not been growing. This jobless growth in recent years has been accompanied by growth in casualization".

2. Second, growth has been uneven across sectors and locations. For instance, agriculture has been left behind — and in countries such as India and China, some regions have advanced faster than others. Policies too have relatively neglected the agriculture sector.

3. workers shifted out of agriculture and into the manufacturing and services sector during 2005-10, leading to agriculture's share in total employment falling from 57% to 53%.(manufacturing sector saw the loss of 5 million jobs.)

4. Third, globalisation — factors such as trade competitiveness, foreign direct investment and new technologies — has favoured demand for skilled labour(as mentioned in video above). In some cases, labour laws also often discriminate against formal employment and encourage 'casualisation' of labour (reduction in full or part time employees and their replacement with employees who are called in on an as-needed or casual basis).

Inclusive growth is understood as a multi-dimensional concept that facilitates inclusion from a variety of fronts that include:
• Increase of employment;
• Elimination of poverty;
• Elimination of discrimination
• Elimination of horizontal and vertical inequalities
• Promotion of access to a variety of public resources and institutions.
Basic idea is that the fruits of rapid economic growth should be widely shared, particularly by the poor and marginalised segments of society. This is why the state has to intervene and orchestrate an inclusive growth path.

The Union Budget 2017-18 has given a major boost to the Electronics Industry. Investments or Gross Capital Formation – This includes three categories –

1. Fixed Capital Formation
2. Valuables
3. Changes in Inventory

Note that in macroeconomics – ‘investments’ only includes physical assets; it excludes financial assets such as, shares, debenture etc. for obvious reasons. Transactions in financial assets just transfers ‘ownership’ of underlying assets from one person to another. It doesn’t result into any value addition or new capital formation. For example, if you purchased shares of some company, production capacity of economy remains same. Production in economy will change if new physical asset is acquired.

In long term, it has been identified that, there has been a gross mismatch between the
outcomes of the Indian Economic Planning for IG with respect to environment. Although,
Indian economy has witnessed a rapid growth, there has been a decline in the
environment and standard of living of the poor.

In the issues related to IG as discussed ahead, it has been elaborated that Liberalization, Privatization and Globalization (LPG) has put a sheer pressure on the environment and created a rural-urban divide.

Sustainability and IG can’t be achieved in isolation and they supplement each other.
Without adopting a sustainable practice in IG, the implementation of IG policies isbound

National Clean Energy Fund

This is Non lapsable fund established in 2011 to promote research & development in clean energy. It draws funds from coal mined or imported which are levied Clean energy cess at Rs 50/ Ton. This is in pursuance to ‘polluter pays’ principle. Fund is mainly to be utilised for promotion of renewable energy,cleaner energy (CBM , Shale gas etc) grid improvement etc. Having said this, corpus of fund is severly underutilized and misutilised.

Inclusive Growth
Inclusive growth basically means, “broad based growth, shared growth, and pro-poor growth” It decreases the rapid growth rate of poverty in a country and increases the involvement of people into the growth process of the country. Inclusive growth by its very definition implies an equitable allocation of resources with benefits incurred to every section of the society.

UNDP has defined inclusive growth as “the process and the outcome where all groups of people have participated in growth and have benefited equitably from it”.

This implies that inclusive growth should include all sections as beneficiaries as well as partners in growth and that inclusion of the excluded should be embodied in the growth process.
Inclusive growth is the growth that reduces disparities among per capita incomes in agriculture and non-agriculture, in rural and urban areas, and in different socio-economic groups, particularly between men and women and among different ethnic groups.

The result of inclusive growth is reduction in vertical inequalities (individual inequalities) and horizontal inequalities (group inequalities).

It’s an umbrella project with the objective of optimal resource allocation for a holistic highway development initiative.

The components of the Phase-I are Economic corridor development, Inter-corridor and feeder roads, National corridor efficiency, Border and international connectivity roads, Coastal and port connectivity roads and Expressways.


Bharatmala Pariyojana has been designed to bridge the gaps in the existing highways infrastructure so as to make the movement of man and material more efficient.


It is aimed to solve issues related to traffic congestion, seamless cargo movement across ports and border area connectivity.
Special attention has been paid to fulfil the connectivity needs of backward and tribal areas, areas of economic activity, places of religious and tourist interest, border areas, coastal areas, port areas and trade routes with neighbouring countries under the programme.
