An expert committee will accept the best proposal and the original proposer will get a chance to accept it if it is an improvement on his proposal.
If merit is found in proposal the Infrastructure Authority will require the Government Agency or the Local Authority to invite competing proposals using the Swiss Challenge Method. Question 5

Hard currency is the international currency in which the highest faith is shown and is needed by every economy. The strongest currency of the world is one which has a high level of liquidity. Basically, the economy with the highest as well as highly diversified exports that are compulsive imports for other countries (as of high-level technology, defence products, lifesaving medicines and petroleum products) will also create high demand for its currency in the end become the hard currency. It is always scarce.
Heated currency is a term used in the forex market to denote the domestic currency which is under enough pressure (heat) of depreciation due to a hard currency’s high tendency of exiting the economy (since it has become hot). It is also known as currency under heat or under hammering.
A soft currency is one with a value that fluctuates because there is less demand for that currency in the forex markets. This lack of demand may be driven by a variety of factors, but is most often a result of the country's political or economic uncertainty. Soft currencies are unlikely to be held by central banks as foreign reserves.

The act considerably increased the size of the legislative councils, both Central and provincial. The number of members in the Central Legislative Council was raised from 16 to 60. The number of members in the provincial legislative councils was not uniform. Indian Council Act (Morley-Minto Act) 1909 retained official majority in the Central Legislative Council but allowed the provincial legislative councils to have non-official majority. The act enlarged the deliberative functions of the legislative councils at both the levels. For example, members were allowed to ask supplementary questions, move resolutions on the budget, and so on.
The act provided (for the first time) for the association of Indians with the executive Councils of the Viceroy. Satyendra Prasad Sinha became the first Indian to join the Viceroy’s Executive Council. He was appointed as the law member. Two Indians were nominated to the Council of the Secretary of State for Indian Affairs.

Gopal Ganesh Agarkar (1856-1895) was an educationist and social reformer from Maharashtra. He criticised the blind dependence on tradition and false glorification of the past.
G.G. Agarkar and Bal Gangadhar Tilak founded the newspaper Kesari (in Marathi) and Mahratta (in English) in 1881. G. G Agarkar was also the first editor of Kesari.
The 19th century intellectual space in Maharashtra was neatly divided into two camps —the nationalists, led by Lokmanya Tilak and the rationalists, led by Gopal Ganesh Agarkar. The Lokmanya Tilak School focused on the primacy of political freedom with a conservative approach towards social reform. The Agarkar School wanted social reforms ahead of political freedom. Tilak was aggressive in his politics as well as in his writings. Agarkar was modest and mild-mannered.
Tilak always pushed for freedom and nationalist thought while for Agarkar, social reform came ahead of political freedom. The disagreement made Agarkar start his own journal Sudharak which spoke against untouchability and the caste system.
Agarkar was a cofounder of the Deccan Education Society established in 1884 with Bal Gangadhar Tilak. However, a quarrel ensured between Tilak and G.G. Agarkar where ultimately Tilak was pushed out of the Society. Thereafter there had been a constant tussle between the followers of Tilak on the one hand and his opponents on the other.

Question 6
Answer- A
An inflationary gap occurs when real GDP exceed the potential GDP. It is a situation when the demand for goods and services exceeds production due to factors such as higher levels of overall employment, increased trade activities, or elevated government expenditure. The inflationary gap is named as such because the relative rise in real GDP causes an economy to increase its consumption, leading prices to climb in the long run.
Inflation premium is the difference between real interest rate and nominal interest rate, when inflation is taking place. The interest banks charge on their lending is known as the nominal interest rate. This might not be the real cost of borrowing. To calculate the real interest rate, the nominal interest rate is adjusted for inflation. Real interest rate is always lower than the nominal interest rate, if inflation is taking place. This bonus brought by inflation to the borrowers is known as the inflation premium.
Skewflation is price rise of one or a small group of commodities over a sustained period of time. Skewflation may also mean the skewness of inflation among different sectors of the economy — some sectors are facing huge inflation, some none and some deflation.

In January 1915, Mohandas Karamchand Gandhi returned to his homeland after two decades of residence abroad. The India that Mahatma Gandhi came back to in 1915 was rather different from the one that he had left in 1893. Although still a colony of the British, it was far more active in a political sense. The Indian National Congress now had branches in most major cities and towns. Through the Swadeshi movement of 1905-07 it had greatly broadened its appeal among the middle classes. His first major public appearance was at the opening of the Banaras Hindu University (BHU) in February 1916. Among the invitees to this event were the princes and philanthropists whose donations had contributed to the founding of the BHU. Also present were important leaders of the Congress, such as Annie Besant.
Question 2

Swami Dayanand Saraswati was a philosopher, social leader and founder of the Arya Samaj. Among Dayananda’s contributions were his promoting of the equal rights for women, such as the right to education and reading of Indian scriptures.
Dayananda Saraswati’s views were published in his famous work, Satyarth Prakash (The True Exposition). His vision of India included a classless and casteless society, a united India (religiously, socially and nationally), and an India free from foreign rule, with Aryan religion being the common religion of all.
Dayananda did take inspiration from the Vedas and considered them to be ‘India’s Rock of Ages’, the infallible and the true original seed of Hinduism. He gave the slogan “Back to the Vedas”. However, his slogan of ‘Back to the Vedas’ was a call for a revival of Vedic learning and Vedic purity of religion and not a revival of Vedic times. He accepted modernity, denounced the idolatry and ritualistic worship and worked towards reviving Vedic ideologies. He advocated that God, soul and matter (prakriti) were distinct and eternal entities and every individual had to work out his own salvation in the light of the eternal principles governing human conduct.
Dayananda Saraswati give the call for “India for Indians” in 1876. He inspired many young nationalists with his forceful and articulate arguments, painting India’s past in brighter colours than the British ideologues had. He exploded the myth of western superiority by referring to the richness of Indian civilisation in the past.
