ጠቅላይ ሚንስትር ዐቢይ አህመድ (ዶ/ር) ህልፈታቸውን አስመልክቶ፦ "ሥራቸው የሀገራችንን የግንባታ ከባቢ እና ታሪካዊነት ያላቸው ምልክቶችን ላቅ ባለ ደረጃ የቀረፀ ነው፤ የተሰማኝን ሀዘን ለመግለጽ እፈልጋለሁ" ብለዋል።

ጨምረውም፦ የሥራ ውርሳቸው በነዚህ ብሔራዊ ምልክቶች እና በሚወክሉት የእድገት ትእምርት ሲታወስ ይኖራል። ለነፍሳቸው ረፍትን፣ በረፍታቸው ላዘኑ ሁሉ መጽናናትን እንመኛለን ሲሉ ገልጸዋል።

👉STABILISATION OF SOIL WITH ADDITIVES:

💫Stabilisation of soil with some kind of additive is very common.

⏺The mode and degree of alternation necessary depend on the nature of the soil and its deficiencies.

⏺If additional strength is required in the case of cohesionless soil, a cementing or a binding agent may be added and if the soil is cohesive, the strength can be increased by making it moisture-resistant, altering the absorbed water films, increasing cohesion with a cement agent and adding internal friction.

🚧Compressibility of a clay soil can be reduced by cementing the grains with a rigid material or by altering the forces of the adsorbed water films on the clay minerals.

⏺Swelling and shrinkage may also be reduced by cementing, altering the water adsorbing capacity of the clay mineral and by making it moisture-resistant. Permeability of a cohesionless soil may be reduced by filling the voids with an impervious material or by preventing flocculation by altering the structure of the adsorbed water on the clay mineral; it may be increased by removing the fines or modifying the structure to an aggregated one. 

⏺A satisfactory additive for soil stabilisation must provide the desired qualities and, in addition, must meet the following requirements: Compactibility with the soil material, permanency, easy handling and processing, and low cost.

⏺Many additives have been employed but with varying degrees of success. No material has been found to meet all the requirements, and most of the materials are expensive.

የጋራ ኮሚቴው የጋራ መግባባትና ውሳኔ በሚስፈልጋቸው ጉዳዮች ላይ ውይይት አድርጎ የመፍትሔ አቅጣጫ አስቀምጧል፡፡

ኮሚቴው ያከናወናቸው ተግባራትም የአዲስ አበባ ከተማ እንቅስቃሴ ምቹ ሁኔታ እየፈጠረ እንደሆነ ነው የተገመገመው፡፡ በኮሪደር ልማቱ የታየው ትብብር እንደ አብነት በጥንካሬ ተግምግሟል፡፡

በይዞታ ማስተላለፍ እና በካሳ ክፍያ ረገድ ያሉ ችግሮችም የጋራ ኮሚቴው ለመፍታት ስምምት ላይ ደርሷል፡፡ የፌዴራል ቤቶች ኮርፖሬሽን ይዞታ የሕዝብና የመንግስት ሀብት በመሆኑ በጋራ መጠበቅ እንደሚያስፈልግ የጋራ ኮሚቴው አጽኖት ሰጥቶበታል፡፡

ልማትና የላቀ የሕዝብ ተጠቃሚነትን መሰረት ያደረገ የጋራ ውሳኔዎች በመወሰን የአዲስ አበባ ከተማን በጋራ ለማልማት ትኩረት እንደሚደረግ ነው የጋራ ኮሚቴው የገለጸው፡፡

በሁለቱ አካት ባለው የእርስበርስ አገልግሎት አሰጣጥ ዙሪያም ሰፊ ግምገማ ከተደረገ በኋላ ማሻሻያዎችን ለማድረግ ስምምነት ላይ ተደርሷል፡፡

የጋራ ኮሚቴው፡- ጥምር የቴክኒካል ኮሚቴው ተጨማሪ ሥራ በሚጠይቁና ያልተፈቱ ችግሮችን ለይቶ እንዲያቀርብ አቅጣጫ በማስቀመጥ ግማገማውን አጠናቋል፡፡

🚧ግንባታው መንግስታዊ ለሆነው የኢትዮጵያ ኢንጂነሪንግ ኮርፖሬሽን የመጀመርያው የአገር ውስጥ መንግስታዊ ያልሆነ አሰሪ የግንባታ ስራ መሆኑ ታውቋል።

⏺የሚፈጀው ጊዜ: 540  ቀናት
⏺የግንባታ ዋጋ ፡  803,970,655.48 ብር

🏷ዘለቀ በላይ እንደወትሮው ሁሉ በቅርጽ የበለጸገ፣የእይታ ማረፍያ የሆነ እና አነጋጋሪ የሚሆን ረጅም ህንጻ የነደፈ ሲሆን፣ ከጎኑ የቤተክርስቲያኒቱ ህንጻ የሆነው  የፍልውሀ ሰባተኛ ቀን አድቬንቲስት ቤተክርስትያን ህንጻ በጥር ወር መጨረሻ በ1953  (4th Feb 1961) በአጼ ኃይለስላሴ ተመርቆ የተከፈተ ከግማሽ ምእተ አመት በላይ የአዲስአበባን መሀልከተማ ውበት ሆኖ የቆየ የአምልኮ ህንጻ ሆኖ ቆይቷል።

⏺ዘለቀ በላይ ልህቀት ያላቸውን ህንጻዎች በሀዋሳ ዩኒቨርስቲ የተለያዩ ካምፓሶች ውስጥ የገነባ ሲሆን ከቅርብ ግዜ ወዲህ ደግሞ በመዲናችን ውስጥ ለየት ባለ ፍልስፍና የተሞሉ በጥበብ የነደፋቸውን ህንጻዎች ለእይታ እያበቃ መሆኑ ይታወቃል።

⏺ዘለቀ በላይ በአዲስ አበባ እና በፊንላንድ የተማረ ህንጻ ነዳፊ ሲሆን በአዲስ አበባ ዩኒቨርስቲ በአርክቴክቸር ዲፓርትመንት ውስጥ የንድፍ ትምህርትን  ለረጅም ግዜ አስተምሯል።

⭐️በኪነህንጻ ውስጥ ያሉ የጎንዮሽ እና አግድም መተላለፍያዎችን አግንኖ ከመንደፉም በላይ ለአጠቃላይ የኪነህንጻዎቹ ቅርጽ ልዕልና ሲባል መደበኛ የገጽታ ክፍተቶችን የማይጠቀም መሆኑን  እናስተውላለን።

💫በቋሚ ክፍያ ላይ የተመሰረተ የውል ስምምነት

⏺በቋሚ ክፍያ ላይ የተመሰረተ የውል ስምምነት ኮንትራክተሩ በተቀመጠለት የጊዜ ገደብ ሥራውን ለማጠናቀቅ ቃል በመግባት ውሉን የሚፈርምበትና በጊዜው ካላጠናቀቀ ለቅጣት የሚዳረግበት የስምምነት ዓይነት ነው።

⏺በዚህ ስምምነት መሠረት፦ አስገንቢው የሥራ ዝርዝሮችን በማስቀመጥ አስፈላጊውን ቁስ በተፈለገበት ጊዜ የማቅረብ ኃላፊነትን ይወስዳል። በዚህ ስምምነት ኃላፊነቱ በኮንትራክተሩ ላይ የሚወድቅ ቢሆንም፣ ባለመብቱ ቀደም ሲል ያልተገለጸ (ያልተዘረዘረ) ወይም አዲስ የዲዛይን ለውጥ የማድረግ ፍላጎቱን የተገደበ ያደርገዋል።

⏺ከዚህም በተጨማሪ ኮንትራክተሩ ላልተጠናቀቀ ሥራ ቅድሚያ ብድር ወስዶ የመጨረስ ዕድልም እንዳይኖረው ያደርጋል፡፡

💫በግንባታ አፈጻጸም ላይ የተመሰረተ የውል ስምምነት

⏺ኮንትራክተሩ በጨረታ ወይም ከአስገንቢው ጋር የተስማማበት የግንባታ ክፍያ የሚከፈለው በየዘርፉ የግንባታው ሂደት በመቶኛ እየተሳለና አፈፃፀሙ እየተገመገመ በአማካሪ ወይም በውል ስምምነት መሠረት የሚቀርብ ማረጋገጫን በመከተል ይሆናል።

⏺በዚህ ስምምነት የአፈጻጸም ሂደትና ገደብን በተመለከተ የሚከፈለውን ክፍያ የመፈፀም ኃላፊነት የአስገንቢው ነው። አስገንቢው በዚህ የውል ስምምነት እንደ አስፈላጊነቱ የዲዛይን ለውጥ ለማድረግ ተጨማሪ ክፍያ በመፈፀም ከኮንትራክተሩ ጋር ድርድር የሚያደርግበትን ተጨማሪ ዕድል ይፈጥርለታል፡፡

💫ጊዜና የቁሳቁስ ዋጋን መሠረት ያደረገ የውል ስምምነት

⏺ጊዜና የቁሳቁስ ዋጋን መሠረት ያደረገ የውል ስምምነት የሚያገለግለው የፕሮጀክቱ የሥራ ትግበራ ከተጀመረ በኋላ ብድር ሊገኝ ይችላል በሚል እምነት ላይ የተመሰረተ ሲሆን ነው።

⏺በዚህም የተነሳ ፕሮጀክቱ በተለያየ ምክንያት በተያዘለት ጊዜ ላይጠናቀቅ እንዲሁም በግንባታ ሂደትም የግንባታ ቁሳቁስ ዋጋ ልዩነት ሊፈጠር ይችላል።

⏺በመሆኑም ኮንትራክተሩ እና አስገንቢው አካል ከግንባታ መጓተት የተነሳና በሂደትም ለሚከሰት የባለሙያና የቁሳቁስ ዋጋ ንረት (ለውጥ) በተመለከተ ቀደም ብለው የዋጋ ለውጥ የክፍያ ማካካሻ ስምምነት መፈጸም ይጠቅማቸዋል፡፡

💫በቁሳቁስ የነጠላ ዋጋ ላይ የተመሰረተ የውል ስምምነት

⏺ኮንትራክተሩና አስገንቢው ዲዛይኑን መነሻ በማድረግ ውል የሚያስሩት ኮንትራክተሩ ለግንባታ በሚያውላቸው የግንባታ ቁሳቁሶች ወቅታዊ ዋጋ በመነሳት ነው።

⏺በሂደት የዋጋ ውጣ ውረድ ሲፈጠር፦ አስገንቢው በዋጋ በመቀነስ ምክንያት ለሚፈጠር ልዩነት ወጪው እንዲቀንስ በሌላ በኩል፣ የዋጋ ጭማሪ ሲፈጠር ደግሞ ለኮንትራክተሩ የዋጋውን ልዩነት መነሻ በማድረግ ክፍያውን የመፈፀም ኃላፊነት ይወስዳሉ።

👉What Are the Project Management Knowledge Areas?

💫Project Management Institute has divided the large field of project management into 10 more digestible parts, which it calls the 10 project management knowledge areas in its A Guide to the Project Management Body of Knowledge (PMBOK).

⏺Project management knowledge areas coincide with the process groups, which are project initiation, project planning, project execution, monitoring and controlling, and project closing.

⏺These are the chronological phases that every project goes through.

⏺The knowledge areas take place during anyone of these process groups.

⏺You can think of the process groups as horizontal, while the knowledge areas are vertical. The knowledge areas are the core technical subject matter, which are necessary for effective project management.
Project Management Body of Knowledge (PMBOK) is a collection of processes and knowledge areas accepted as best practice for the project management profession.

⏺As an internationally recognised standard (ANSI/PMI 99-001-2008 and IEEE 1490-2011) it provides the fundamentals of project management, irrespective of the type of project be it construction, software, engineering, automotive.
PMBOK recognises five basic process groups and ten knowledge areas typical of almost all projects.

⏺The basic concepts are applicable to projects, programmes and operations.

🚧The five basic process groups are:
1.  Initiating
2.  Planning
3.  Executing
4.  Monitoring and Controlling
5.  Closing
Processes overlap and interact throughout a project or phase. Processes are described in terms of:
•  Inputs (documents, plans, designs, etc.)

👉የተሰበረ ወይም የተጋነነ የጨረታ ዋጋ (Unusually Low or Excessively High Bid Prices) በአዲሱ የግዥ መመሪያ

🚧የተሰበረ ወይም የተጋነነ የጨረታ ዋጋን (Unusually Low or Excessively High Bid Prices) በተመለከተ በአዲሱ የግዥ መመሪያ አንቀጽ 123 የሚከተሉትን ዝርዝር ነጥቦች ይዟል።

1. የዕቃ ግዥን በተመለከተ በተጫራቹ የቀረበው የጨረታ ዋጋ እንደቅደም ተከተላቸው ከኢትዮጵያ ስታትስቲክስ አገልግሎት በሚገኝ የዋጋ መረጃ፣ የኢትዮጵያ ስታትስቲክስ አገልግሎት የዋጋ መረጃ እንደሌለ ማረጋገጫ በሚሰጥበት ጊዜ እንደሁኔታው ከታወቀ አምራች፣ ይህም ካልሆነ ከመሥሪያ ቤቶች በሚቀርብለት ጥያቄ መነሻ ባለስልጣኑ በሚሰጠው ትዕዛዝ መሰረት በማዕከል በሚከናወን የገበያ ዋጋ ጥናት መሰረት በሚገኘው የገበያ ዋጋ ጋር በአንጻራዊነት ሲታይ የቀረበው ዋጋ ከ10% (አስር በመቶ) የበለጠ ሲሆን እንደተጋነነ የጨረታ ዋጋ እንዲሁም የቀረበው ዋጋ ከ30% (ሰላሳበመቶ) ያነሰ ሲሆን እንደተሰበረ የጨረታ ዋጋ ይቆጠራል፡፡

2. የምክር እና ከምክር ውጭ የሆነ የአገልግሎት ግዥን በተመለከተ ከመሥሪያ ቤቶች በሚቀርብለት ጥያቄ መነሻ ባለስልጣኑ በሚሰጠው ትዕዛዝ መሰረት በማዕከል በሚከናወን የገበያ ዋጋ ጥናት መሰረት በሚገኘ የገበያ ዋጋ ጋር በአንጻራዊነት ሲታይ የቀረበው ዋጋ ከ10% (አስር በመቶ) የበለጠ ሲሆን እንደተጋነነ የጨረታ ዋጋ እንዲሁም የቀረበው ዋጋ ከ20% (ሃያ በመቶ) ያነሰ ሲሆን እንደተሰበረ የጨረታ ዋጋ ይቆጠራል፡፡

3. የግንባታ ግዥን በተመለከተ በተጫራቹ የቀረበው የጨረታ ዋጋከምህንድስና ግምት ዋጋ ጋር በአንጻራዊነት ሲታይ የቀረበው ዋጋ ከ15% (አስራ አምስት በመቶ) የበለጠ ሲሆን እንደተጋነነ የጨረታ ዋጋ እንዲሁም በተጫራቹ የቀረበው የጨረታ ዋጋ ከምህንድስና ግምት ዋጋ ጋር በአንጻራዊነት ሲታይ የቀረበው ዋጋ ከ20% (ሃያ በመቶ) ያነሰ ሲሆን እንደተሰበረ የጨረታ ዋጋ ይቆጠራል፡፡

4. በዚህ አንቀጽ ንዑስ አንቀጽ 3 መሠረት ለማወዳደሪያነት የሚውለው የምህንድስና ግምታዊ ዋጋ በግዥ ፈፃሚ የመንግስት መ/ቤቱ የተዘጋጀ እና ለግንባታው ግብዓት የሚሆኑ ሁሉም ዕቃዎች እና አገልግሎቶች በኢትዮጵያ ስታትስቲክስ አገልግሎት በሚገኘው የዋጋ መረጃ፣ የስታትስቲክስ አገልግሎት የዋጋ መረጃ እንደሌለ ማረጋገጫ በሚሰጥበት ጊዜ እንደሁኔታው ከታወቀ አምራች፣ ይህም ካልሆነ ከመሥሪያ ቤቶች በሚቀርብለት ጥያቄ መነሻ ባለስልጣኑ በሚሰጠው ትዕዛዝ መሰረት በማዕከል በሚከናወን የገበያ ዋጋ ጥናት መሰረት የተዘጋጀ እና ቢያንስ በሦስት ወራት ውስጥ ወቅታዊ የተደረገ መሆን አለበት፡፡

5. በዚህ አንቀጽ ንዑስ አንቀጽ 1፣ 2 እና 3 መሰረት ከተጫራቹ የቀረበው ዋጋ የተጋነነ ሆኖ ሲገኝ የመንግሥት መ/ቤቱ በአዋጁ አንቀጽ 26 (1(መ)) መሰረት ውል ከመፈረሙ በፊት ጨረታውን ወይም የመጫረቻ ሰነድን በማናቸውም ጊዜ ሙሉ በሙሉ ወይም በከፊል ውድቅ ማድረግ አለበት፡፡

6. የመንግስት መ/ቤቱ በዚህ መመሪያ እና በመደበኛ የጨረታ ሰነዱ ላይ በተቀመጠው መሠረት ተጨማሪ ምርመራ ሳያከናውን የቀረበው የጨረታ ዋጋ የተሰበረ በመሆኑ ምክንያት ብቻ ተጫራቹን ከውድድሩ ውጭ ማድረግ የለበትም፡፡

7. የመንግስት መ/ቤቱ በቀረበው የጨረታ ዋጋ ላይ ተጨማሪ ምርመራ ለማድረግ እንዲያስችለው የተሰበረ የጨረታ ዋጋ ያቀረበው ተጫራች ዝርዝር ማብራሪያ እና ተያያዥ ሰነዶች እንዲያቀርብ መጠየቅ አለበት፡፡

8. በዚህ አንቀጽ ንዑስ አንቀጽ 3 መሰረት መ/ቤቱ የሚጠይቀው ማብራሪያ ሌሎች በመደበኛ የጨረታ ሰነዱ ከሚገለጹት ነጥቦች በተጨማሪ የሚከተሉትን ሁኔታዎች ሊያካትት ይችላል፡፡

ሀ/ተጫራቹ ባቀረበው ዋጋ ጥራቱንና የመ/ቤቱን ፍላጎት በሚያሟላ መልኩ ለማመጠናቀቅ የሚያስችለው
ለ/ሥራውን ማከናወን ወይም አቅርቦቱን መፈጸም የሚያስችለው የተለየ ዘዴ ያለው ስለመሆኑ፣
ሐ/ሥራውን ወይም አቅርቦቱን በዚህ ዋጋ ለመስራት ወይም ለመፈጸም የሚያስችለው የተለየ ምቹ ሁኔታ ወይም ሙያዊ መፍትሔዎች ያለው ስለመሆኑ፣እንዲሁም
መ/ ተጫራቹ ከዚህ ቀደም ባለፉት ሁለት ዓመታት ውስጥ የገባቸውን ውሎች እና አፈጻጸም የሚያሳይ መግለጫ እና ሰነዶች፣

9) በአዋጁ፣ በዚህ መመሪያ እና በመደበኛ የጨረታ ሰነዱ ድንጋጌዎች መሰረት መ/ቤቱ በዚህ ረገድ የሚወስዳቸው
ውሳኔዎች እንደተጠበቁ ሆኖ መንግስት መ/ቤቱ ከተጫራቹ ማብራሪያ ከደረሰው ቀን ጀምሮ በ10 የሥራ
ቀናት ጊዜ ውስጥ ከተጫራቹ የቀረበውን ሀሳብ ተቀባይነት ስለማግኘቱ ወይም ስላለማግኘቱ ውሳኔውን
ለተጫራቹ ማሳወቅ አለበት፡፡

10) በዚህ አንቀጽ ንዑስ አንቀጽ 9 መሰረት ከተጫራቹ የቀረበውን ኃሳብ የማይቀበለው ከሆነ የመንግሥት መ/ቤቱ በአዋጁ አንቀጽ 26 (1(መ)) መሰረት ውል ከመፈረሙ በፊት ጨረታውን ወይም የመጫረቻ ሰነድን በማናቸውም ጊዜ ሙሉ በሙሉ ወይም በከፊል ውድቅ ማድረግ አለበት፡፡

👉በ1.2 ቢሊዮን ብር የሚገነባው የቴፒ-ሚዛን የመንገድ ግንባታ በሚቀጥለው ዓመት ይጠናቀቃል

🚧በደቡብ ምዕራብ ኢትዮጵያ ግንባታው በመካሄድ ላይ የሚገኘው የቤንች ሸኮን እና የሸካ ዞኖችን የሚያገናኝ የቴፒ-ሚዛን 47.87 ኪሎ ሜትር አስፋልት ኮንክሪት የመንገድ ግንባታ ፕሮጀክትን በቀጣዩ በጀት ዓመት ለማጠናቀቅ በትኩረት እየተሠራ ነው፡፡

💫በእስካሁኑ የፕሮጀክቱ አፈጻጸም የአፈር ቆረጣ እና ሙሌት፣የማፋሰሻ፣ የስትራክቸር፣የሰብ ቤዝ እና የቤዝ ኮርስ ንጣፍ እንዲሁም 25 ኪሎ ሜትር የአስፋልት ንጣፍ ስራዎች ተከናውነዋል፡፡

⏺የመንገድ ግንባታ ፕሮጀክቱን እያከናወነ የሚገኘው ቻይና ግዞባ ግሩፕ ኃ/የተ/የግ/ማህበር (CGGC) የተባለ የቻይና የስራ ተቋራጭ ሲሆን የማማከርና የቁጥጥር ስራው ደግሞ ፕሮሚነንት ኢንጂነሪንግ ሶሉሽንስ አማካሪ ድርጅት አማካኝነት በመካሄድ ላይ ነው።

⏺ለግንባታው ማስፈጸሚያ የሚውለውን 1.2 ቢሊዮን ብር በላይ በጀት በኢትዮጵያ መንግሠት የተሸፈነ ነው።

⏺አሁን ላይ የሥራ ተቋራጩ ከአጠቃላይ ሥራው 31.6 ኪሎ ሜትር ወይም 66 በመቶውን ያጠናቀቀ ሲሆን የፕሮጀክቱን ቀሪ ሥራዎችም በሚቀጥለው በጀት አመት ለማጠናቀቅ እየሠራ እንደሚገኝ የኢትዮጵያ መንገዶች አስተዳደር አስታውቋል፡፡

👉አዲስ አበባ ህንፃዎቿም፣ መኖሪያ ቤት አጥሮቿም ንግድ ቤቶቿም ተመሳሳይ ቀለም ተቀብተዋል፤ እየተቀቡም ነው፡፡

🚧ይህም ህንፃን ከህንፃ ለመለየት እንኳን አስቸጋሪ ሲያደርገው ይታያል። አሰራሩ ወደ ሌሎች ከተሞችም እየተዛመተ ነው፡፡

⏺ይህንን የቀለም ቅብ ጉዳይ እንዴት ይታያል ስንል የዘርፉ ባለሞያን ጠይቀናል፡፡

🏷ኢንጂነር ጌታሁን ሄራሞ የቀለም ቅብ ሳይንስ ባለሞያ ናቸው። እሳቸውም ከሌሎች ያደጉ ሃገራት ልምድ አንፃር ከተማን አንድ ወጥ ቀለም መቀባት በሞያው አይመከርም ይላሉ።

⏺ባለሞያው በተለየ ምክንያት ከፍተኛ የፀሐይ ሙቀትና በረሃማ የአየር ንብረት ውስጥ ያሉ ከተሞችን የሙቀት መጠን ለመቀነስ ካልሆነ በቀር እንደ አዲስ አበባ ያሉ ከተሞችን ተመሳሳይ ቀለም ማልበስ ቀለም ከማህበረሰብ ጋር ያለውን የታሪክ፣ የስነ ልቦና እና የፍልስፍና መስተጋብር ሳይንሳዊ ትርጉም ይጣረሳል ይላሉ።

⏺በከተማ የቀለም ቅብ ሳይንስ (Urban color planning) ህግ ስርዓት ያልጠበቀ ዥንጉርጉር የከተማ ቀለም ቅብና በተቃራኒው ደግሞ የአንድ አይነት ወጥ የቀለም ቅብ አይፈቀድም የሚሉት ኢንጅነር ጌታሁን ሄራሞ ሌሎች የክልል ከተሞች እንደ አዲስ አበባ ወጥ ቀለም ሳይሆን አከባቢያዊ የከተማ ቅብ ስርዓትን (zonal coloring system) እንዲጠቀሙ መክረዋል።

⏺ባለሞያው አከባባያዊ የከተማ ቀለም ቅብ ስርዓት፤ በአንዲት ከተማ ውስጥ ያሉ ሰፈሮችን ታሪክ፣ የማህበረሰብ ስነልቦናና ፍልስፍና ማስረዳት ይችላል ነው የሚሉት።

👉SOIL STABILIZATION:

💫Soil stabilization is a technique of increasing or maintaining stability of soil mass.

🚧Methods of soil stabilization:

1. Mechanical stabilization: It is by suitable grading or by compaction. Mechanical stabilized construction needs retention of a certain amount of moisture. It is achieved by mixing calcium chloride and sodium chloride.

2. Cement stabilization: Depending upon the type of soil 5 to 14 per cent cement is mixed to stabilize the soil.

3. Lime stabilization: It is mainly used to stabilize subgrades of roads. In this process:
(a) Clay particles get flocculated into larger size.
(b) Shrinkage limit increases, Resistance to water absorption, capillary size and volume change increases.
(c) Strength and durability increase.

4. Bitumen stabilization: Bitumen binds soil and reduces water absorption. Hence, it stabilizes soil.

5. Miscellaneous chemicals: Molasses, waterproofers up to 0.1 to 1 per cent help in stabilization.

6. Thermal stabilization: Heating a plastic soil to a temperature of 400° to 600°C makes the soil less plastic and less sensitive to water.

7. Electrical stabilization: It is a process of draining fine grained soils by passing a direct current through them.

📍Thermal stabilization and electrical stabilization are relatively costly methods.

የሪል እስቴት የቤት ግንባት ዘርፍ ከዚህ ቀደም በተለያዩ ሕጎች ሲዳኝ እንደነበር ያስታወሱት ሚንስትር ዲኤታዋ፤ ራሱን የቻለ ሕግ ባለመኖሩ ክፍተቶች እንዲፈጠሩ ምክንያት እንደነበር ገልጸዋል።

አክለውም በዚህም ምክንያች በአግባቡ ለመዳኘት አስቻይ ሁኔታ እንዳይፈጠር ምክንያት ስለመሆኑ እንዲሁም፤ የሪል እስቴት ዘርፉ ከዚህ በላይ እንዳያድ ስለማድረጉ ተነግሯል።

👉Components of beam bridge

🚧Pile: Vertical supports that are driven into the ground to provide a stable foundation.

🚧Pile Cap: an essential spanning element that transfer loading from superstructures column or wall to one or more piles in the below ground foundation.

🚧Piers: Piers are the intermediate supports that hold the bridge deck girders and transfer the load to the foundation.

🚧Pier Cap: a horizontal concrete beam that sits on top vertical supports (piers). It's primary function is to distribute the load from the bridge deck to the piers, ensuring the bridges structural integrity.

🚧Abutments: an Abutment is the structure at the end of a bridge that supports the bridge deck and transfer the bridge weight, including the weight of traffic, to the ground. It also act as retaining walls to keep the Embarkment in place.

🚧Wingwalls: short retaining walls that are adjacent to the bridge abutments. They act as retaining walls to stabilize the abutment and guide water flow, particularly in bridge approaches.

🚧Bearing: A structural components that transfer loads between the bridges superstructure and substructure.
⏺They allow the bridge deck to move expand, contract and rotate without causing excessive stress or damage to the structure.

🚧Girders: large horizontal beams that act as main structural supports transferring loads from bridge deck to the foundation.

🚧Diaphragm: a structural element typically horizontal, that corrects and reinforces bridge girders or beams.

🚧Planks: Horizontal timber or steel plates that form the deck surface, providing a solid base for traffic and sometimes serving as deck for new asphalt or concrete paving.

🚧Walkway: A walkway on a bridge is a pedestrian pathway, also known as sidewalk or footbridge.

🚧Parapet: Is a safety barrier installed on the edge of a bridge or retaining wall to prevent vehicles or pedestrians from falling off into a vertical drop.

💫የኮንስትራክሽን ፕሮጀክቶች አብዛኛውን ጊዜ ስሜትን የሚተናኮሉ፣ አስፈሪ ህልም እና ቅዠት ውስጥ የሚከቱ ሊሆኑ ይችላሉ፡፡ ለዚህ ዋናው መንስኤ ከእውነታ ጋር የተዛመደ የግንባታ ጊዜ ቀመር (Construction timeline) ግንባታውን የሚመራበት ሥርአት ካለማዘጋጀት ጋር በይበልጥ የተዛመደ ነው፡፡

⏺የዕቃ አቅርቦትን ጨምሮ የተለያዩ ውጣ ውረዶችን ከግምት ውስጥ በማስገባት፣ ከዕውነታ ጋር የተዛመደ የግንባታ የጊዜ ቀመር በማዘጋጀት ከተጠቀሰው አላስፈላጊ ህልም እና ቅዠት ለመከላከል ከሚረዱ ዘዴዎች የሚከተሉት በቀዳሚነት ይቀመጣሉ፡፡

💫በቂ ልምድ ያለው ኮንትራክተር መቅጠር/መዋዋል

⏺የኮንስትራክሽን ሥራ በትምህርት ከሚገኝ ዕውቀት ባልተናነሰ መጠን ተግባራዊ ልምድ እና ተሞክሮን የሚጠይቅ ነው፡፡ አንድ ኮንትራክተር በአካዳሚው ዘርፍ ከፍተኛ ውጤት በማስመዝገቡ ብቻ በአዳዲስ የኮንስትራክሽን ፕሮጀክቶች ላይ ተሰማርቶ ውጤታማ የመሆኑ ዕድሉ አነስተኛ ነው፡፡

ይሁን እንጂ፣ አብዛኛዎቹ ባለሀብቶች የሚቀጥሩት ተቋራጭ ወይም መሃንዲስ፣ የአካዳሚ ብቃት ወይም ውጤትን መነሻ በማድረግ ሲሆን፣ ልምድ ያለው ኮንትራክተር ቢቀጥሩ ከሚከፍሉት ወጪ የሚያተርፉትን ከግምት ውስጥ በማስገባት፣ ሰነዶችን በመመልከት ብቻ ሥራዎችን ለኮንትራክተሮች ይሰጣሉ፡፡

⏺በዚህ ሁኔታ በመጨረሻ ሥራው እየተጓተተ ለበለጠ ኪሣራ መዳረግ ይመጣል፡፡ ስለዚህ ከተቋራጮች ጋር የግንባታ ውል ሲፈራረሙ፣ ባለሙያው ከአካዳሚ ዕውቀት በተጨማሪ፣ በቂ የሥራ ልምድ ያለው እና የግንባታ የጊዜ ቀመሩን አዘጋጅቶ በዝርዝር ማቅረብ የሚችል መሆኑን ማረጋገጥ ይገባል፡፡

💫ግሎባል ኮንስትራክሽን "Skills shortage costs US economy billions, study finds" በሚል ርዕስ ባሠራጨው ዘገባ በእጥረቱ ምክንያት የፕሮጀክት መርሃ ግብሮች መዘግየት ዘርፉን በዓመት 2.7 ቢሊዮን ዶላር ተጨማሪ ወጪ እንደሚያስወጣ ገልጿ፤ በአጠቃላይ በሀገሪቱ ላይ የሚያሳድረው ኢኮኖሚያዊ ተፅእኖ በዓመት 10.8 ቢሊዮን ዶላር አካባቢ ነው ሲል ጥናቱ አመልክቷል።
