According to investigator, this could point to prior knowledge of the crime: “We’re actually seeing search queries from Russia about the attacker in advance — even the name — and that’s highly unusual.”

The Russian Finance Ministry is struggling: due to falling oil prices and a strong ruble, they have begun selling currency, — The Moscow Times reports.

For the first time since January 2024, Russian authorities will sell currency daily from the National Welfare Fund (NWF), also called “Putin’s piggy bank.”

From April 7 to 12, they plan to sell yuan and gold for 35.9 billion rubles (about $450 million), or 1.6 billion rubles ($20 million) per day.

One reason is the sharp decline in oil and gas revenues — the main source of funding for the NWF. In February-March, revenues dropped by nearly 20%.

Last month, Urals oil sold abroad at an average of $58.99 per barrel — the lowest since summer 2023.

Currently, Russian oil is nearly $11 cheaper than the budgeted price of $69.70 per barrel.

Another factor is the strong ruble. The budget was based on an exchange rate of 96.5 rubles per dollar, but it is now below 85 rubles per dollar. As a result, the ruble price of a barrel is almost 30% lower than expected: 4,900 rubles ($60) instead of 6,726 rubles ($83).

As of April 1, the National Welfare Fund’s total size was 11.75 trillion rubles ($145 billion), but only about 3.3 trillion rubles ($40 billion) is available in liquid assets (yuan and gold) in Central Bank accounts. This amount has decreased threefold since the war began.
