- All federal agency-held Bitcoin, including seized assets, transferred to the Reserve;
- BTC held for 20 years minimum, with limited 10% releases possible after 19 years, except for debt repayment;
- States can store Bitcoin in segregated Reserve accounts;
- Financed via Federal Reserve earnings, gold revaluation, and reserve cuts;
- Annual reports and quarterly cryptographic Proof-of-Reserve statements required;
