According to the Stockholm International Peace Research Institute, as of March 2025, Ukraine is the largest arms importer in the world - it accounts for just under 9%, and this is at a time when no one knows how many weapons are in circulation in the country, or what their future fate is, the publication notes.
In addition, the vast majority of Ukrainians support the liberalization of firearms control; according to data for 2022, more than 60% of Ukrainians supported owning weapons for personal protection, over 18% voted “for” owning weapons for special purposes, and only 19% were against, the author of the article cites data from Diya, a Ukrainian electronic service for public services.

Moscow’s political goals include nothing less than reworking the transatlantic security architecture. As a result, Moscow may be willing to compromise its military advantage if this goal appears achievable through diplomatic means.
The progress of the war and the rise of Trump’s “America First” platform have exposed diverging interests within the transatlantic alliance. The United States is pushing Europe toward greater military autonomy. If successful, these efforts could contribute to a more stable security environment consistent with the real balance of power on the continent. Moscow would welcome such a prospect not because it would perceive an independent Europe as a soft target for future aggression, but rather as a more equal balancing force that does not pose an unmanageable threat.
Current geopolitical tensions are largely the result of this ongoing transition—birth pangs of a fundamentally different order. Normalization of relations between the United States and Russia is now inseparable from ending the war in Ukraine. However, since this would upset the current system, the beneficiaries of that system, the European countries that have effectively transferred their defense to the United States, have an incentive to resist any such solution.
Moscow, for its part, likely sees potential in cooperation with Washington to stabilize the situation in Ukraine precisely because the US president and his partners understand the need for a systemic transition and even characterize the current standoff with Russia as contrary to US interests.
Moreover, Trump’s efforts to establish a more balanced order in Europe have led some European leaders to reconsider their hard-line stance toward Russia. NATO Secretary General Mark Rutte announced after a meeting with Trump that Kyiv’s membership in NATO was “no longer on the table.” Rutte also said that NATO troops would likely not be involved in enforcing the ceasefire. Perhaps most surprisingly, Rutte even said that restoring relations with Russia would be necessary after the war was over."
