Should 100% go to remaining VeFXS holders… to illustrates this imagine an edge case where 100% of fxs is locked as VeFXS. Assume a 30% rage quit fee. A mega whale with 99% of the protocol ragequits… they now own 98.6% of the protocol while the 1% remaining now owns 1.4%… if the fee went to VeFXS instead… the ragequitter would own 69% and the remaining lockers would own 31%. Burning does not do much to incentivize locking whereas giving penalties to lockers does.

the way i see it, people are more likely to buy and lock if they are aware that a rage quit option can be used. a rage quit option will allow the people that want to exit the option to do so while also rewarding the people who stay with a higher return. it slowly moves tokens towards people that are happy to remain locked for a long time frame.

If there is a lot of unstaked cvxFXS, the people choosing to stake will get a higher percentage as the rewards will flow to fewer people/tokens than there is cvxFXS.
