In the initial talks of Fraxtal, there was always mention of upgrading, if that is the correct word, to ZK when ZK was ready.

I don’t have details as to what ZK was missing, but, I do know the Frax team built Fraxtal with the mindset that they may switch to ZK if it was the right decision to do so.
