Why not? The reward distributor would just have to look at an extra thing. It already handles multiple things (e.g., mainnet veFXS, fraxtal veFXS, fraxtal locked FPIS). I don't see why it can't look for veFXS and veFrax to account for locked veFXS that can't be upgraded until unlocked.

If you're holding your FXS on Fraxtal network, you don't need to do any after the network upgrades but if it's on Ethereum network, there will be a need for swap but you can always do it anytime. So I think you can still stake your FXS for veFXS anytime without any worries
