I do not believe I have seen anyone put forth a formal governance proposal with what you are suggesting. Furthermore, I don't find it likely for one major reason:
Although details are slim, from what we do know, Fraxtal Chain will be at minimum partially PoS, requiring decentralized validator nodes, which require soverign token lockup (aka, locking $FRAX/$FXS).
While technically validators themselves can be tokenized, transferable, and liquid, they still require the Sovereign Asset to ne locked.
With all the alfa we have in regard to LRT and multi-rewards for Validators, I find it unlikely Frax will abandon the ve-Model, though I also assume it will be a bit different than the one we have today
For instance, if you scroll up, you will see screen shots from Travis Moore in regard to a yet-to-be-released lending/borrowing module for Ethereum Validator Nodes.
This is completely unconfirmed, but I suspect we will see that same lending/borrowing module for $FRAX validators going forward
Revenue will be distributed as wrapped FXBs (wFXB I think) moving forwards. Convex is managing the wrapper.

sum giga brains, was there anyone who proposed to completely remove FXS stacking and redistribute the wealth through buybacks? I understand that stacking FXS cuts the circulating supply but it also adds extra work for the devs and the team, extra risk, and has an opportunity cost where instead of stacking FXS someone could use it as collateral in other protocol and still get value from buybacks + extra yield

I have another question, when the proposal governance start, I didn’t lock my fxs to veFxs yet, but now I lock it while the proposal is still available. Why it still show that my eligible veFxs for voting is 0?

No ser, the hard fork is penciled in to happen in Feb where FXS will become FRAX and the gas on Fraxtal which will fuel the FBE.
