Grand jury secrecy creates a "black hole" in which to make evidence disappear, in which there is not one, but two, separate avenues for the government to hide information that harms them or their friends - or a place to park blackmail materials safely away from prying eyes, where it will sit until a non-compliant victim suffers the "anonymous sources" leak to damage their reputations or lives.
The first place where evidence can be hidden in a grand jury proceeding, is within the proceeding itself. This is the "less safe" alternative, because the evidence may be more broadly known and even produced in a grand jury proceeding. Yet its existence will be shrouded in secrecy because applicable laws prevent any disclosure of grand jury investigative materials.
The second, and safer, place where evidence can be hidden, is within the investigators' and DOJ attorney files themselves. Evidence can be picked up under a grand jury subpoena, but then held at the discretion of the DOJ indefinitely as investigative materials not used in or disclosed to the grand jury or the court system.
There are no guardrails to prevent this.
The theory behind grand jury secrecy, is that it would be unfair to release harmful (and potentially false) information against a suspect who is not charged with any crime. Merely raising the public suspicion against a person by disclosing an investigation, can be damaging to a reputation in and of itself. Like Washington press releases, it doesn't have to be true, it just has to be public. The damage is done.
The second reason, of course, is to protect both a charged criminal defendant from prejudice during criminal proceedings, as well as to "protect the integrity of the investigation." Both are legitimate reasons to at least temporarily withhold information; but this power to control and conceal information, in the wrong hands, can enable the government itself to turn into the worst of criminal extortionists - simply because their investigative powers include the most high-tech and compulsory means of intruding into peoples' lives.
