What's weird is that Telegram usually don't allow someone to end other sessions when logging in on another device, until a certain amount of hours or has passed.
My contact has no idea how or when his account was hacked, and he said he never clicked any links or typed any confirmation codes. So, maybe there is more to how this is spreading

Which client are you currently using, and where did you get it from? Also, perhaps it could be worth bringing this issue to the Telegram Talk groups? Most on-topic would be @TelegramAndroidTalk, but I personally find @TelegramDesktopTalk to be both more welcoming to a variety of issues and populated by more experienced people. While none of them are Telegram official, several of the people in it are (unaffiliated) developers.

I only use official apps and so my contact to whom I recommended Telegram few years ago.
But the bad news is that Telegram has recently removed the sms option and announced that all logins will only be through the app
That's okay because of the cost the spam is causing them, but they could have at least allowed an email option

I believe the requirement for SMS verification is that it's official yeah, especially the official releases for Android / iOS from their website or their respective app stores... SMS verification was ditched for third-party clients, because spammers would abuse it a lot. At least they didn't slam the doors shut on third-party clients altogether I guess ¯\_(ツ)_/¯

My contact is using Telegram for Android, the official app. And the current situation is like this:
He was logged out
His account sent the same malicious message to all of his contacts
He's locked out, he can't login because there is no sms option, and he obviously can't get the code that's being sent to an unknown session probably opened by the hacker.
He can't delete his account to put an end to the harm because the code can only be recieved through the app, no sms no call options.
He keeps receiving calls from his contacts asking him why he sent them those messages

Between emails and public discourse on e.g. Twitter (never will I call it X, real-life Tony Stark my dingus), I would say that emails are good at proving that something was said. But they are private (unless it's mailing lists), and people's inboxes can get quite extreme in terms of clutter. Meanwhile on Twitter, you'd be lighting a bit of a fire under people's butts due to the public nature of it all. Not good for proof of transmission and receipt, and not everything can be discussed in public. But presented with both those options, see what works best for you. You're right, Telegram's support in general is quite abhorrent.
