William Perry, the U.S. Secretary of Defense when the decision was made to expand NATO, argued: "Our first action that really set us off in a bad direction was when Nato started to expand, bringing in eastern European nations, some of them bordering Russia".
Perry argues that the rest of the Clinton administration also understood that Russia feared NATO expansion, but ignored it due a "contemptuous attitude among US officials" toward a weakened Russia:
"It wasn’t that we listened to their argument and said he don’t agree with that argument... Basically the people I was arguing with when I tried to put the Russian point ... the response that I got was really: ‘Who cares what they think? They’re a third-rate power.’ And of course that point of view got across to the Russians as well. That was when we started sliding down that path.”
- Today, the widely recognised security concerns about NATO expansionism can no longer be discussed, as these are labelled “Kremlin talking points.”

* I have argued that Russia’s inclusion in a pan-European security architecture is also necessary for European prosperity and security. Yet it is impossible to make this argument in Europe, as the political-media establishment has convinced itself that Russia wants to restore the Soviet Union, march on Paris, or some other nonsense. Redividing the continent and restarting the Cold War by expanding NATO predictably led to war, which is now used as a reason to continue the same foolish expansionist bloc politics. To quote George Kennan on the topic of NATO expansion in 1998: "Of course there is going to be a bad reaction from Russia, and then [the NATO expanders] will say that we always told you that is how the Russians are -- but this is just wrong."
