The argument is that although the number of radio stations equipped with RDS increased significantly, the number of radios with RDS didn't between 94 and 96.

The assumption behind this argument is those people who had the radio equipped with RDS in 94 or before didn't receive any programm from the Radio stations as they were out of the listening area. So the new stations are basically covering these missed radio owners now.

This option A.

Option B although seems correct however, is not because the argument wants to compare the rise of number of radio stations and not so much rise in number of radios equipped with RDS.

Rest of the options are malarkey.
