India to Take Second Shot at Moon Landing

India will launch a mission to the moon later this week hoping to become the fourth country to land a craft on the lunar surface.    




So far only three countries — the United States, Russia and China — have achieved what is called a "soft landing" on the moon in which vehicles touch down without damage.  




The mission marks the Indian Space Research Organization's (ISRO) second attempt to land a rover on the moon — a previous effort nearly four years ago failed.    




The spacecraft called Chandrayaan-3, which means moon vehicle in Sanskrit, is scheduled to be launched Friday afternoon (2:35 p.m. Indian time) It is equipped with a lander and a robotic rover that are expected to land on the moon on August 23 or August 24 to map the lunar surface for about two weeks. 




"The date is decided based on when the sunrise is on the moon; it will depend on the calculations, but if it gets delayed, then we will have to keep the landing for the next month in September," ISRO director S. Somanath said.  




He said the main objective is to demonstrate "a safe and soft landing."  




  






India aims to land its rover on the South Pole of the moon, a previously unexplored part that lies in near darkness. It will study the topography of this region.   




"There is expectation that the southern parts of the moon have a lot of mineral deposits and helium-3. There is also the possibility of water deposits there," Ajey Lele, a space consultant with the Manohar Parrikar Institute for Defense Studies and Analyses in New Delhi told VOA.  




Through such studies of the moon's topography, India's upcoming space flight to the moon "has the potential to contribute to scientific understanding that will underpin a variety of future lunar missions, including those by other actors," Tomas Hrozensky at the European Space Policy Institute told VOA in emailed comments.  




India's moon mission in 2019 had successfully deployed a lunar orbiter, but the lander crashed during the final moments of its descent to the lunar surface — a setback to its main goal.   




Aiming for 'soft' landing




Lele says there is optimism about Chandrayaan-3 achieving a "soft" landing. "The glitches that led to the failure of the previous mission have been fixed. Basically, they have made the lander system more sturdy, so it can withstand any impact." 




The latest space project is part of India's ambitions to showcase its homegrown technological capabilities in space and be seen as a leading space-faring nation.   




"After a quantum rise in our space expertise, India can no longer wait to be left behind in the march to the moon," India's space minister, Jitendra Singh, said Sunday.  




India's space program has notched several milestones. Its first mission to the moon in 2008 helped confirm the presence of water. In 2013, it put a satellite in orbit around Mars. Its space agency is also preparing for its most ambitious space mission yet — a human spaceflight next year.   




Delivering on "an ambitious and technologically challenging vision serves a profound benefit for perception of the government's capability both within and outside of the country," according to Hrozensky. 




US, India teaming up




In recent years there has been a renewed interest in exploring the moon as scientists seek to determine whether it will be possible to mine the moon for minerals and other resources that are shrinking on earth.  




Outer space is one of the areas in which India and the U.S. decided to deepen collaboration during Indian Prime Minister Narendra Modi's visit to Washington last month. U.S. President Joe Biden said that the two countries are joining hands to send an Indian astronaut to the International Space Station next year.  




India has also signed on to the Artemis Accords, an American-led international partnership for space cooperation that, among other objectives, aims to send humans to the Moon by 2025 after a gap of five decades.

At Least 5 Dead After Helicopter Carrying Tourists Crashes Near Mount Everest

KATHMANDU, Nepal — At least five people were killed after a helicopter carrying foreign tourists crashed Tuesday near Mount Everest in Nepal, and one other person on the aircraft was still missing.

The helicopter crashed in the Lamajura area and rescuers had recovered the bodies of five people and were searching for the sixth, said Basanta Bhattarai, the chief government administrator in the area.

The aircraft was returning to the capital Kathmandu on Tuesday morning after bringing the five tourists on a sightseeing trip to the world’s highest peak.

The tourists were believed to be Mexican nationals while the pilot was Nepalese.

Airport official Sagar Kadel said weather conditions had caused changes to be made to the helicopter’s planned flight route.

It is common for flights to be delayed and routes changed during the monsoon season amid heavy rains.

The tourist and mountaineering season ended in May with the onset of the rainy season and tourist flights to the mountains are less common this time of year as visibility is poor and weather conditions become unpredictable.

Spain Rescues 86 People Near Canary Islands, but Scores of Migrants From Senegal Remain Missing

Spanish authorities rescued 86 people Monday from a boat near the Canary Islands that appeared to be from Senegal, after an aid group reported that three boats from the African country went missing with 300 people aboard. 




Spain's Maritime Rescue Service said it could not confirm that the rescued boat was one of the three reported missing but told The Associated Press that the vessel was a multi-colored, 20-meter-long (65-foot-long) canoe of the type known in Senegal as a pirogue. 




Eighty men and six women of sub-Saharan origin were rescued and expected to reach Spanish soil Monday evening, the Spanish agency said. It also said it had alerted boats sailing in Atlantic waters between the Canary Islands and West Africa to be on the lookout for other migrant boats still missing. 




Helena Maleno Garzon, coordinator for the aid group Walking Borders, which is known as Caminando Fronteras in Spanish, said earlier Monday that the three missing boats had departed Senegal in late June. 




Two boats departed June 23 from Mbour, a coastal city in central Senegal, carrying about 100 people, and a third left the southern town of Kafountine four days later with approximately 200 people, Garzon said. 




There has been no contact with the boats since their departures, she said. 




"The most important thing is to find those people. There are many people missing in the sea. This isn't normal. We need more planes to look for them," Garzon told The Associated Press. 


Deadly route




The Atlantic migration route is one of the deadliest in the world, with nearly 800 people dying or going missing in the first half of 2023, according to Walking Borders. 




In recent years, the Canary Islands have become one of the main destinations for people trying to reach Spain, with a peak of more than 23,000 migrants arriving in 2020, according to Spain's Interior Ministry. In the first six months of this year, more than 7,000 migrants and refugees reached the Canaries. 




One of the deadliest mass drownings of Europe-bound migrants happened last month on the Mediterranean Sea, where more than 500 people were presumed dead off the coast of Greece. Criticism has mounted over the European Union's yearslong failure to prevent such tragedies. 




Boats that go missing often aren't documented. Some are never found or are discovered across the world years later. An AP investigation published this year found that at least seven migrant boats from northwest Africa, likely trying to reach the Canary Islands in 2021, drifted to the Caribbean and Brazil. 




The boats mainly travel from Morocco, Western Sahara and Mauritania, with fewer coming from Senegal, the Spanish aid group said. However, at least 19 boats from Senegal have arrived in the Canary Islands since June, the group said. 




Factors such as ailing economies, a lack of jobs, extremist violence, political unrest and the impact of climate change push migrants to risk their lives on overcrowded boats to reach the Canaries. Last month in Senegal, at least 23 people were killed during weeks of protests between opposition supporters and police. 


'I am still believing'




A woman whose 19- and 24-year-old sons left on one of the boats from Mbour in June told the AP they had a goal of trying to pull the family out of poverty. 




Daw Demba, 48, said she discovered her sons' secret plans days before they left and tried to convince them not to. They assured her it would be safe because the captain had made the trip safely multiple times, she said. 




"I am desperate to hear the voices of my sons. I am convinced they are still alive," Demba said through tears in a phone interview from her home in Mbour. "Every moment, every second, I am still believing[...]

Critical Negotiations on Deep Sea Mining Kick Off in Jamaica

Critical negotiations concerning the future of deep sea mining and mineral extraction kicked off Monday in Jamaica, as conservationists aim to rein in a nascent industry that so far lacks meaningful guardrails.




The International Seabed Authority (ISA) — a little known intergovernmental body based in Kingston — and its member states have spent the last decade trying to hash out a mining code for the possible extraction of nickel, cobalt and copper in deep seabed areas that fall outside of national jurisdictions.




But an agreement has been elusive so far.




And since Sunday, after the expiration of a deadline invoked by the small Pacific state of Nauru, the ISA would now be obligated to consider — though not necessarily grant — licenses for potentially environmentally devastating mining operations if governments request them.




That would be a step further than the status quo, which to date has only seen exploration permits granted as the deep sea mining sector itches to take off in earnest.




The ISA, meeting until the end of the month, is entering "the most critical decision-making period in the history of its existence," said Emma Wilson, of the Deep Sea Conservation Coalition.




"We cannot allow exploitation activities to start" before there are adequate regulations in place, Chile's representative to the ISA's 36-member council said during the opening of Monday's session. "We should initiate a precautionary pause."




In March, the ISA Council, the decision-making body on contracts, noted that commercial exploitation "should not be carried out" until the mining code was in place.




But they were unable to agree on the process for examining a possible application, or on the precise interpretation of the clause triggered by Nauru.




NGOs, fearing that companies may take advantage of the legal vacuum, hope that the Council will make a clearer decision by the time it wraps up July 21.




"There's very little standing between the natural wonders of the deep ocean and the mining machines," Greenpeace's Francois Chartier said in a statement.




'Race to defend the ocean'




"The race to defend the ocean is heating up at the ISA," said Sofia Tsenikli, who is leading the DSCC's campaign for a moratorium on deep sea mining.




Fewer than 20 countries currently support the moratorium, but conservationists hope to rally what they consider to be a silent majority by the end of July.




Chile, France, Palau and Vanuatu have chosen to take the debate to the political level.




At their request, and for the first time, the assembly of ISA's 167 member states will discuss a "precautionary pause" in mining when it meets between July 24 and 28.




Others are insisting on finishing the mining code to allow extraction to finally take off.




"We have ... a unique opportunity to get it right, and we need to invest our time and our energy in that process," ISA Secretary General Michael Lodge said, adding that a "rigorous and precautionary framework" would allow states to "move to the next stage of exploitation."


Mining could destroy habitats, say scientists


But many NGOs who accuse the ISA of being pro-industry argue no level of mining is safe.




At the same time, any mining must also be squared with the international community's recent moves to regulate international waters, and its ambition to preserve 30% of the world's oceans by 2030.




NGOs and scientists say that deep sea mining could destroy habitats and species that may still be unknown but are potentially vital to ecosystems.




They also say it risks disrupting the ocean's capacity to absorb carbon dioxide emitted by human activities, and that its noise interferes with the communication of species such as whales.




"If governments are serious about their environmental credentials, they have to say no to deep sea mining — no ifs, no buts," said Chartier.
