Besides with snap (and flatpak) modern distros are also moving towards immutability as well— debs aren't really supported on elementary os, upstream ubuntu slowly transitioning packages out of the repos towards upstream maintainer as snaps, opensuse's aeon and friends being immutable etc

that's an Ubuntu Touch issue, not a Halium one. Canonical adapted the current read-only rootfs design long ago and it was carried on while storing it on the historically small system partition
