I have personally dealt with this phenomena when I was in Iraq. Iraqi soldiers would give there commanders half of their paycheck to be kept on the roster but then go and work civilian jobs for extra pay. Additionally, units are cut a check to buy food for their soldiers on the local economy. Commanders would pocket what they could and buy the cheapest food possible for what troops they actually had on hand.
This would lead to multiple brigades being assigned to operations that a single American battalion would be more than adequate to handle.
We would do flyovers of operational areas beforehand to provide intel and then they would report resounding successes, large numbers of weapon caches & IED's found. Naturally, there were no pictures as they would have claimed to have destroyed them on the spot.
Eventually we would start flying drones over the area during the operation and would find that there was nobody even there.
When we presented this to their liaison officers it was pretty entertaining, as their commanders had been lying to them as well.

The bombardment was a great catastrophe, an actual depiction of genocide conducted by the Allies at the ending stages of the war, when they already knew the Germans were in no position to have "military secrets" to "surprise the Allies", especially least of all in Dresden when it was indeed reported being a refugee centre for the German civilians abandoning their homes, seeking shelter from the Russian attackers.
According to falsified Allied numbers, only 25 thousand Germans died. Britannica, at least was "considerate" enough to say "250,000, given the influx of undocumented (German) refugees that had fled to Dresden from the Eastern Front." — "With most of the victims being women children and the elderly."

David Irving, a well-respected British historian also mentioned in his book "The Destruction of Dresden" that at least 100 thousand Germans died — up to 200 thousand. He even has a speech about it in German that he delivered in Dresden, on the 45th annual commemoration of the bombings where he discusses the hardship the Germans endured and the atrocities the Allies committed. In addition to this, some German nationalist sources argue up to 400,000 Germans have died, which isn't entirely far-fetched, given the fact that the city's population was about 630,000 and that it was pretty much shattered in its entirety, and there was nothing but bodies and ruins to be found.

According to the UK Parliament's library itself, during the seven to eight-month campaign of the German bombardment of British cities and targets: "40,000 civilians died in the seven-month period between September 1940 and May 1941".
