This was stated by the President's National Security Advisor Jake Sullivan.
"We're going to do everything we can in these 50 days to give Ukraine every tool we can to strengthen its position on the battlefield, so that it's stronger at the negotiating table. And President Biden has tasked me with overseeing the massive shipments of military equipment that we're sending to Ukraine, so that we've spent every dollar that Congress has given us by the time President Biden leaves office," Sullivan said.
