One scenario under discussion would see state giant Rosneft absorb Gazprom Neft, a subsidiary of Gazprom, and Russia's largest non-state oil company, Lukoil.
The resulting company will become the world's second-largest oil producer after Saudi Arabia's Aramco.
"A combined company producing nearly three times as much as Exxon Mobil, the largest U.S. producer, could allow Russia to squeeze higher prices from customers like India and China. The giant exporter could better withstand Western sanctions that have hampered exports, hampered major new oil and gas projects and held back payments, the people said.
