The package was put together on an emergency basis using the remaining $6 billion in support for Ukraine from the U.S. military reserves allocated under the Presidential Drawdown Authority.
Also, according to WP, Joe Biden approved the supply of anti-personnel mines to Ukraine. They will probably be included in the package.
In addition, the State Department authorized the sale of $100 million in equipment and services to Ukraine through the Foreign Military Sales (FMS) mechanism. The contract includes unspecified equipment, vehicle repairs, technical assistance, training, and certain “other related logistics and program support items.”
