Ok but the blog post you linked about IRITA and the bsn does not say that it uses the iris token. It says it is based on irisnet. That could mean many things.

Permissioned chains typically use their own consensus mechanism instead of relying on a public chain consensus. This is the standard among enterprise chains, and while there can be bridges using IBC, they are technically separate from public chain incentive mechanisms.
