Do you mean a balance that had been vesting for the previous 12 months and was due to unlock?

If so they will unlock automatically but if you have them staked still they will be unlocked but staked alongside other vesting staked tokens and it is not always easy to spot the difference.
You can start the staking process for those tokens if you know how many, if you don't know how many I would check your total vesting balance (shown in the Kava Web App) and compare to your total staked balance

If you want to find validators that charge ~5% commission, you can easily re-delegate your KAVA to those with 5% commission.
